Purpose of Division:

Corporate Strategy & Impact (CSI) is responsible for strategic planning, corporate performance measurement, program evaluation, data collection and policy, and business intelligence, all of which furthers the coordination and integration of programmatic systems across the functional divisions of the organization. Under the guidance of the CEO and in collaboration with the SVPs of the corporation's divisions, Corporate Strategy & Impact leads projects and processes which are important to the accomplishment of overall corporate strategic goals, with an emphasis on systems or operations which support improved corporate-wide programmatic performance and communications. The division consists of 3 distinct but inter-connected business units:

Planning and Evaluation – is a small, high-profile team dedicated to improving the organization’s understanding of what drives performance and how to achieve greater impact. The team leads strategic planning and annual goal setting processes and works closely with internal stakeholders to identify and track success metrics and monitor performance against strategic plan goals. The team evaluates the effectiveness of programs and activities to understand what is working, what is not working, and how to make improvements. Senior leadership and program managers across the organization are its key customers.

Business Intelligence Services – this entrepreneurial team within CSI drives innovation at the intersection of technology, data, and community development. BIS offers capacity-building products and services to help internal divisions and member organizations anticipate change and grow their own capabilities and resources. Within the laboratory that is NeighborWorks America, this unique group functions to translate stakeholder needs into data-driven products and services. These products help local organizations understand their communities and tell their stories of impact to the world. For this reason, NeighborWorks network organizations are a frequent and significant client of the Business Intelligence team.

Data Management and Policy – is a technology-, data-, and customer-driven team within CSI that focuses on data integrity and accessibility, process automation, and customer support. Data Management leads the corporation’s efforts in defining and collecting performance data from 240+ affiliate members across the country, information which is used to tell the story of impact. Data Management oversees the data collection process and infrastructure, provides training and technical assistance, and oversees quality control and validation to ensure the performance data is reliable and accurate. The NeighborWorks network organizations along with internal business stakeholders of each Line of Business are primary customers of the Data Management team.

 

Position Summary:

Reporting to the Director, Learning and Evaluation, this position is responsible for providing program evaluation, survey research and data analysis support to a portfolio of CSI projects. The position will play a key role in designing and implementing innovative, effective methods and survey instruments to best meet research or project objectives. In collaboration with the Director, Learning and Evaluation, this position will develop research and data collection strategies, design and test questionnaires, conduct surveys and assist in other modes of collection such as interviews and focus groups. This position conducts qualitative and quantitative data analysis and visualization to assess and communicate the efficacy of NeighborWorks’ programs and services. The position also acts as an internal consultant/matrixed resource that engages in a wide variety of intra- and inter-divisional work, advising and supporting program teams on variety of survey and research projects.

This position requires high attention to detail, the ability to juggle competing priorities, and proven ability to manage projects and timelines. The incumbent will demonstrate advanced communication skills in writing and verbally, with an ability to receive and act constructively upon feedback.

The Senior Analyst should have advanced knowledge of Excel, a basic knowledge of Tableau or other Business Intelligence tools, and experience analyzing complex programmatic data and communicating results to a range of audiences.

 

Essential Duties/Responsibilities:

1. Support the design and implementation of program evaluations, structured learning engagements, applied research activities and other assessments

2. Develop general survey methodologies, including data collection modes, contact materials, protocols, and interviewing strategies

3. Design and test questionnaires, including supporting facilitation of expert / cognitive interviews and focus group, and assisting with development of programming specifications

4. Conduct qualitative and quantitative analysis to assess program performance, identify trends, and understand strengths and opportunities for improvement

5. Provide consulting support and survey methodology expertise on data collection projects outside of assigned or prioritized research/evaluation projects

6. Use survey and data tools/applications to collect, analyze and visualize and report findings

 

Nature of Work Contacts:
The Senior Analyst works cross-functionally to build effective working relationships across the corporation. The job requires extensive internal collaboration with CSI and close engagement with senior managers and program staff of multiple divisions within NeighborWorks America. External collaboration with the NeighborWorks network involves working with reporting and program staff (including Senior Management and Executive Directors) to provide support and guidance with reporting performance data and accessing that data through interactive dashboards.

Position Requirements

Minimum Qualifications:
(a) Education: Bachelor’s degree, in economics, business, statistics, urban planning, or related social/behavioral science discipline involving analysis and evaluation.
(b) Experience: At least 3-5 years professional experience in survey methodology, including experience with questionnaire design, interview design, or general survey methods/protocol. Experience also includes collecting and analyzing data, providing customer service and technical support, assessing program performance, or any combination of education, training, and experience that provides the following knowledge, abilities, and skills:
(c) License, Certifications: None.
(d) Competencies, Knowledge, Skills and/or Abilities: Demonstrated experience collecting and analyzing data, communicating analytical findings, understanding and responding to customer needs, and assessing and reporting program results. Familiarity with survey research or program evaluation methodology. Aptitude for learning new software to support surveys (e.g., Alchemer) and analysis. Excellent communication, including facilitation and presentation skills and project management skills. Comfortable working in a fast-paced and matrixed environment.
(e) Technology: Demonstrated advanced proficiency in use of survey research tools and Microsoft Office Software (Access, Excel, Word, PowerPoint). Basic understanding of Tableau or other BI tools; willingness and aptitude to learn Online Reporting System, and other data related tools.

Preferred Qualifications:
Familiarity with Alchemer is a plus. Other data analysis tools including SQL database, advanced Tableau, familiarity with Salesforce. Familiarity with community development.

Working Conditions:
(a) Travel: Up to 5%
(b) Physical/Sensory Demands: Fast paced working environment with extensive computer usage. Requires occasional absences from employee’s place of residence.
