Purpose of Division:

Human Resources (HR) develops and implements innovative human resources programs that enable NeighborWorks America to attract, develop, and retain the best and brightest diverse talent to achieve NeighborWorks America’s mission. As a strategic partner with management, Human Resources develops creative recruitment plans; develops and implements competitive comprehensive total compensation including benefits, incentives, awards and salaries; provides employee development, leadership, and programs to help employees retain technical skills; and, implements quality of life initiatives that provide increased flexibility for managers and employees and allow the NeighborWorks America to compete for and retain highly-skilled employees.

Position Summary:

Reporting to the Senior Vice President of Human Resources (SVP, HR), the Vice President, Human Resources (VP, HR), partners with the SVP, HR to provide leadership, vision, and strategic direction for the organization’s human resources function. The Human Resources VP oversees the human resources professionals overseeing human resources programs such as compensation, performance management and HRIS analytics. The VP will partner the SVP, HR and with NeighborWorks’ key stakeholders and customers to ensure relationship-based collaboration, development of annual and long-term objectives. The VP will partner with the SVP, HR to forecast future HR needs (inclusive of process, infrastructure, and change management), and assist in the execution of those programs accordingly. Overall, the VP will be a visionary providing counsel on issues related to NeighborWorks. The VP will be a critical thinker who assumes a proactive approach to issues and opportunities across the organization. This is a newly developed role that is designed to create, lead, and support the strategic vision and direction of HR in concert with the SVP, HR while being keenly aware of the the day-to-day tasks and functions to ensure efficiencies, process improvement and operational excellence.

Essential Duties/Responsibilities:

  • Partners with the SVP, HR to provide human resources planning and leadership. Collaborates with executive leadership to define the organizations long-term mission and goals; identifies ways to support this mission through talent management.
  • Works as an advisor and strategic partner on a full range of HR functions and areas to assist in the implementation of strategies and the design of actionable steps to address the challenges and ensure divisional, departmental and organization outcomes while mitigating risk.
  • The VP, HR will provide vision and strategy for the Performance Evaluation process. The VP will be responsible for the overall review, growth and quality of the performance evaluation. They will provide leadership, technical direction, and oversight of the performance evaluation process. The VP coordinates closely with the SVP, HR and the HR team. They will lead and direct the organization’s performance management program development goals, objectives, and outcomes to include leadership, individual and organizational development and proactively create and execute strategies for identifying and developing high potential. Provides counsel regarding employee performance and employee relations.
  • Oversees, develops, and implements a progressive total rewards program balancing organizational resources with the need to maintain NeighborWorks’ competitive position in the marketplace. Researches, develops, and implements competitive compensation, benefits, performance appraisal, and employee incentive programs.
  • Manages the HRIS performance and analytics team to provide data that influences organizational decision-making with the use of relevant, value-added metrics and data.
  • Develops, directs, and monitors strategies aimed at maintaining a healthy work environment including projects, programs and initiatives related to employee communications, employee engagement and employee relations across and inclusive of all of the organization’s district offices. Proactively manages employee communications in partnership with SVP HR and senior management.
  • Ensures compliance with all applicable Federal, State, and local labor and employment laws including, but not limited to EEO, ADA, FMLA, FSLA, ERISA, OSHA, workers' compensation, etc.
  • Leads efforts to streamline human resources department workflows, data collection and analysis to increase the efficiency of the various HR functions.
  • Manages the design, implementation and testing of HRIS and other related technology to achieve improvements in HR related goals and outcomes. Directs the execution of standard and customized data analysis and reports useful to senior management.
  • The VP, HR is a visionary and expert in the HR arena. They must have strong leadership, management, writing and verbal communications capabilities. Technical expertise in HRIS/HRM systems is required. Provides active, intentional leadership to the Human Resources team; provides timely positive and constructive feedback; monitors the accomplishments of the team and individual goals and objectives; fosters an environment of continuous learning consistent with the needs of the organization, team and the individual staff member.
  • Directs the annual review of all information systems to evaluate the efficiency and effectiveness of operations.
  • Other job-related duties as assigned.

Nature of Work Contacts:

  • The VP of Human Resources works closely with the SVP, HR, NeighborWorks America Officers, and other senior leadership.
  • Lead and manage the team responsible for performance management through critical talent assessment and performance milestones at NeighborWorks America including goal setting, mid-year, year-end, succession models, high-potential talent identification, critical roles assessment etc. The individual may interact with the Board of Directors, partner organizations, representatives from Federal, State and local government agencies, and other key stakeholders as required.
  • The VP may also provide guidance to and interact with staff from NeighborWorks’ regional offices, network, and partner organizations.
 
Position Requirements

Required Minimum Qualifications:
(a) Education:
A Bachelor’s degree in Human Resources or business/management is required and a Master’s degree in business/management is strongly preferred.

(b) Experience: A minimum of 15 years of progressively responsible human resources experience, or an equivalent combination of education and experience in the areas of talent management, compensation and benefits, human resources information systems, employee relations and organization development; of which at least 5 years has been spent in a significant senior human resources management role, is desired.

(c) Licenses, Certifications: PHR/SPHR or SHRM-CP/SHRM-SCP


(d) Competencies, Knowledge, Skills & Abilities: Exceptional planning and organization skills. Strong process improvement background including metrics development. Demonstrated analytic skills to run analysis and manipulate data sets, and experience with complex and large-scale projects. Ability to create, modify and run systems queries. Knowledge of federal and state employment regulations. Strong business and HR acumen, including strong problem-solving skills, critical thinking, and initiative. Strong project management skills with the ability to lead projects, influence and obtain buy-in, drive execution, and achieve the right results. Ability to manage sensitive, confidential issues. Excellent interpersonal, written, auditory, and oral skills to effectively communicate, including facilitating meetings/trainings. Ability to influence and partner with all levels of the organization to achieve results.

  • Requires demonstrated, advanced knowledge of general Human Resources principles and practices including those pertaining to staffing and recruitment, compensation, ethics, labor relations, affirmative action, payroll and benefits administration, with specific knowledge of the current laws and regulations governing these areas; general knowledge of community development organizations; proven ability to conceptualize, implement and monitor broad human resources related programs and initiatives in the context of broader business/organizational objectives.
  • Experience must include demonstrated ability to provide strategic human resources leadership across the organization to managers and employees as well as guidance to executives in support of the organization’s mission. Demonstration of critical thinking and analytical skills is essential.
  • Requires well-developed and highly effective listening, oral and written communication skills, including the ability to receive, process and present both strategic and tactical information to diverse audiences and maintain effective, and build collaborative relationships with outside organizations, vendors, business leaders, management and staff.
  • Must demonstrate the ability to balance accountability with compassion when interacting with staff at all levels; must demonstrate sensitivity with staff representing all areas of diversity, including race, ethnicity, ability, age, sexual orientation, and religious beliefs/faith practices.

(e) Technology:

Advanced level of proficiency utilizing Microsoft Excel and demonstrated experience with other common office tools such as MS Office Suite (Word, PowerPoint, and Outlook). Previous experience with HRIS and Performance Management Systems (PMS).

Preferred Qualifications:

Master’s degree in business/management and SHRM-CP/SHRM-SCP and/or SPHR certification is strongly preferred.
