Family/Community Partnership Manager
OVERVIEW: Takes the lead in providing support to families enrolled in the Lower Elwha Head Start and Early Head Start programs through parenting education, family goal setting, cultural activities, and resource and referral. Works closely with families in the enrollment process and accessing services in the greater community. The ideal candidate will work well within the Management Team to provide comprehensive services to all families.

POSITION STATUS: Full Time w/ Benefits
SALARY LEVEL: $26.28/hour
WORK SCHEDULE: 40 hours per week
ESSENTIAL FUNCTIONS OF JOB:
Responsible for providing support to families, leadership and supervision for the Lower Elwha Head Start/EHS Program by:
- Actively recruit families for enrollment of children into the Early Head Start/Head Start (ESH/HS) programs.
- Collaborates with Community Partners to promote recruitment and provide information regarding EHS/HS programs, including participation in community events.
- Provide support to families enrolled in the Lower Elwha EHS/HS programs through crisis intervention, parenting education, goal setting, defining family strengths, cultural activities, and resource and referral.
- Conduct individual family conferences/home visits as required by HS Performance Standards to:
- Identify family strengths, assess needs and build partnerships
- Assist and support each family in developing goals and objectives to strengthen the family unit
- Provide community resource information and make referrals for services as needed
- Contribute in coordination of services for all families
- Coordinates with Peninsula College Parent Educator to develop and facilitate monthly family gatherings. Maintain records of parent/guardian participation in Early Learning Programs.
- Monitor child attendance and absences, contact families as needed, create Attendance Plans as required, and inform Health Manager of any extended absences due to illness or accident.
- Maintains ongoing communication with management team and staff, attending weekly Management and Staff Meetings.
- Recruits new Policy Council nominees annually; facilitates the election and training process.
- Support parents/guardians in Program Governance through the Policy Council. Facilitate monthly meetings and maintaining documentation, i.e. agenda, minutes.
- Reports Policy Council actions and outcomes to Director.
- Maintain a current Volunteer Handbook; recruit volunteers and tally In-Kind hours.
- Prepares In-Kind report quarterly and monitors progress towards meeting the grant requirement.
- Utilize and adapt a variety of strategies, materials, and resources to enhance the active involvement of families and community members on a variety of levels in the program.
- Keep current with community resources and services available for families, helping families to access them as appropriate. Maintains a current Community Resource Guide and makes copies available to families and staff.
- Communicate with families regularly regarding program activities and community events.
- Facilitates family advocacy by providing information or referrals to the appropriate agency, program, or staff.
- Provides Orientation to all families in collaboration with Management Team. Provide information on program requirements and parent rights within Head Start.
- Encourages family involvement in EHS/HS activities.
- Recruit and train volunteers, ensuring that all appropriate HR policies are completed.
- Maintain program documentation in a timely manner as required by EHS/HS regulations. Including:
- Enrollment file for each child containing application, supporting documents, and eligibility statement
- Family Partnership Agreements with follow up contacts, actions, and referrals.
- Policy Council election, training, meetings, and expenses
- Reviews and update all F/CP Policies and Procedures and Service Plans annually or as needed. Present to Policy Council for approval.
- Complete written forms/reports accurately, enter actions and scan documents into computer data base within 24 hours.
- Maintain the CONFIDENTIALITY Policy AT ALL TIMES.
- Ability to work with a diverse cliental and maintaining a professional relationship with both clients and co-workers.
- Conducts self as a professional representative of the Lower Elwha HS/EHS at all times, adhering to the NAEYC code of professional ethics adopted by the Lower Elwha HS/EHS.
- Responsible for Enrollment and Family Services PIR.
- Assists the Director as requested with grants, Program Self-Assessment, and Community Assessment.
- Shares pertinent information with appropriate teaching team to provide holistic care.
- Complete the Family Service section of Family Contact forms prior to Parent/Teacher Conferences or Home Visits.
- Provide transportation to families as needed to program activities or social service appointments (TANF, ICW, etc.)
- Gathers information from staff to generate articles to submit to the monthly tribal newsletter(s) and informational flyers.
- Attend all staff meetings, in-service trainings, and required trainings (CPR, CA/N, Food Handlers', etc.) each school year.
- Actively participate in ongoing professional development and be able to share new information with staff.
KNOWLEDGE, SKILLS AND ABILITIES REQUIRED BY POSITION:
- Baccalaureate degree in human services or related area
- Excellent oral and written communication skills.
- Ability to interact with families in a professional and respectful manner in their home environment.
- Knowledge of theories and practice of Early Childhood Education, Human Services and/or Human Development is desired.
- Ability to organize and prioritize tasks, multi-task as needed, and flexibility to meet program needs.
- Basic computer skills.
- Problem solving and cooperative skills are required.
- Experience and/or knowledge of resources for design and delivery of training.
- Ability to gain a working knowledge of local community needs and resources.
- Treat children and families with dignity and respect.
- Collaborate with management team to handle any staff and/or family issues that develop in a professional manner.
- Follow chain of command for all conflict situations.
- Maintain confidentiality at all times.
