Position Summary: The Lead Resident Advocate is an essential staff position primarily responsible for providing direction and support to the Resident Advocate staff.  This team provides the main interaction with residents in HRM’s 24/7 Emergency Shelter for individuals and families who have experienced recent and life-threatening intimate partner and sexual violence.  The Lead is responsible for ensuring proper staff coverage, training and support to the Resident Advocate team, and the creation of a welcoming, helpful, and trauma reducing environment.  Key responsibilities include training and modeling expected behaviors, focus on safety and confidentiality of participants, engagement of program participants, liaison for volunteers and partners on site, and accurate and timely documentation.  Residents are traumatized both by the intimate partner/ sexual violence they experienced, and the sudden experience of homelessness.  Families may also have unrelated trauma experiences from their lives.  As such, Leads must have a firm understanding of trauma, the effects of trauma, engaging traumatized people, and must be comfortable working in a Voluntary Services program model.  This position is also responsible for back up coverage on the agency’s 24-hour hotline and is an essential staff member for the Residential Program, requiring one week of on-call coverage per month and one Saturday shift per month.  The Lead is responsible for developing an excellent working relationship with other HRM programs and staff, as well as external stakeholders, to ensure the timely, effective and seamless provision of services and must have the maturity and leadership skills to work with people from economically and culturally diverse backgrounds in many different capacities. 

Standard Schedule: This position is 100% on site and based at the confidential shelter location in Baltimore City, and supervises a staff working a 24/7 schedule.  It is important that all staff have weekly face to face time with their supervisor, so standard hours for this position are designed to be flexible.  Required hours include one Saturday shift per month, three evening shifts per week starting between Noon and 2pm and ending between 8pm-10pm, and one shift that covers two hours of the overnight (can be 6am-2pm or 6pm-2am).  As an essential leadership staff position, the Lead is part of the team that ensures 24/7 coverage of the Shelter, including availability to fill all shifts if needed.

Primary Responsibilities:

  • In conjunction with the Residential Manager, directs, manages, and hires Resident Advocate staff; overseeing and coordinating work allocation, training, supervision, and performance evaluation of the staff and ensuring that all work related to customer service and daily Residential operations is timely, accurate, and effective.
  • Meets weekly with direct reports for a one-on-one check in, or a team meeting, to provide feedback and direction.
  • Work closely with the Residential Manager to provide content for and execute training of all new and current Resident Advocates on resident engagement, supportive listening, crisis intervention, trauma informed practice, and intimate partner violence knowledge skills.
  • Act as a mentor to new staff, answering questions and facilitating relationships within and outside of the agency.
  • Establishes and modifies staff schedules as necessary to ensure 24/7 Residential coverage.
  • Provides quality assurance monitoring of services to participants, including file review, enrollments and assessments, transportation logs, attendance records, and ETO data entry efforts of staff; ensuring staff have the skills to utilize the software’s capabilities and putting processes in place to ensure consistent, accurate, and quality entries.
  • Provides primary leadership support of special events and volunteers in the building, working with Development team to recruit and train new volunteers to program.
  • Supports Resident Advocates in planning and implementation of weekend and evening activities for residents.
  • Coordinates and participates in room turnover as backup to Housekeeping and Operations staff.
  • Ensures that program participant documents related to the successful running of the program are accurate, available, and up to date.  Monitor resource materials to ensure they are accurate and current.
  • Acts as Project Director for Residential grants.  Assists program management in compiling necessary statistical data and narrative for additional grant reports and applications.
  • Welcomes new program participants, completes paperwork, and orients to building.
  • Answers 24 hour hotline/ chatline as back up to the Contact Center staff as needed.
  • Completes leases with all new program participants, and accepts rental fees for Extended Stay and long term Shelter residents.
  • Provides one on one counseling for participants in crisis and to help participants resolve conflict.
  • Distributes material goods in accordance with program procedure such as clothing, bus tokens, and personal hygiene supplies.
  • Acts as liaison to internal HRM departments and visitors to the building, ensuring warm and professional greetings, adherence to visitor and safety protocols, and excellent customer service.  Provides feedback to stakeholders as needed about concerns to be addressed and excellent interactions.
  • Responds to building mechanical emergencies and security threats to manage any immediate crisis and involve appropriate staff as necessary.
  • Rotates on call duties among Residential Leadership, Completing one on-call week per month and one Saturday shift per month for the Residential program.  Makes decisions relative to emergent situations, admissions, and providing holiday and relief coverage as needed.

Experience/Requirements:

  • Three years experience in residential or victim centered advocacy work.  Associate’s degree in a human service field may substitute for 1 year experience.
  • At least one year experience must be providing direct service to traumatized individuals who have experienced violence. 
  • One year of demonstrated ability to provide task supervision of paid or unpaid staff (Shift Lead for example).
  • Demonstrated ability to provide the leadership that enables staff to consistently meet goals.
  • Demonstrated ability to make decisions which de-escalate conflict and/or resolve a crisis effectively.
  • Ability to work in a fast paced environment with demonstrated ability to juggle multiple competing tasks and demands required.
  • Experience in working successfully across departments/ teams to achieve objectives.
  • Excellent oral and written interpersonal skills required, with a strong ability to relate to a diverse range of individuals including victims, children, donors, business leaders, human service providers.
  • Experience with scheduling or project management.
  • Flexibility in scheduling to work non-standard hours as needed required.
  • Demonstrated ability to juggle multiple competing tasks and timelines.
  • Ability to lift and carry up to 20 pounds.
  • Must pass Criminal Background Check.
