Job Description

OVERVIEW: To provide administrative and program support to the Justice Center of the Lower Elwha Klallam Tribe.

WORK LOCATION: Lower Elwha Justice Center

SUPERVISED BY: Office Manager/Chief of Police

POSITION STATUS: Regular/full-time with benefits

SALARY LEVEL: DOQ WORK SCHEDULE: 40 hours per week

ESSENTIAL FUNCTIONS OF JOB:

  • Administer the Tribe's Tribal Access Program (TAP);
  • Provide administrative assistance to ICW, Housing, Police, Human Resources and the Tribal Court System as per TAP requirements;
  • Review and update policies and procedures as needed for Tribal Access Program (TAP) to ensure the Tribe's compliance with all audit requirements;
  • Administer policies and procedures to ensure all departments (ICW, Housing, Police and Human Resources and Tribal Court) are consistent with requirements through TAP;
  • Coordinate meetings, bi-monthly; maintain communication with other departments;
  • Identify TAP related trainings, notify appropriate staff of training opportunities and coordinate staff attendance at necessary and appropriate training;
  • Maintain competent knowledge of all tribal laws and applicable federal law, including, but not limited to: Sex Offender Registration Notification Act and all tribal law provisions relating to probation and compliance with LEKT Tribal Court orders;
  • Maintain prompt and regular attendance;
  • Perform other work relevant to job duties as required;
  • Attend and complete all training necessary to perform work duties;
  • Ensure collection of necessary data in order to complete audit requirements through TAP;
  • Take and submit finger and palm prints to the FBI and DNA to CODIS;
  • Submit initial sex offender registration and notification to TTSORS/NSOR;
  • Create and type correspondence to include word processing/typing letters, memos, forms, policies and procedures (includes handling of confidential documents and information);
  • Provide administrative support for the above to include telephone coverage, copier projects, mail handling and necessary communications internally and externally;
  • Maintain the master copy of the Law and Order policies and procedures, manuals, codes and resolutions and insure all copies and updates;
  • Responsible for keeping projects on track and completing key program tasks in a timely manner;
  • Coordinate collection, entry and analysis of data;
  • Develop and maintain outside partnerships and collaborations with other Tribal entities
  • Process and complete Sex Offender registration. including fingerprints, palm print, DNA and mugshots;
  • Develop training logs for staff;
  • Complete queries on person, property, stolen items and missing and wanted persons;
  • Create calendar with reminders of training for all staff that participate in TAP, prior to expirations dates
  • Enter warrants and charging documents;
  • Complete fingerprints for all agencies listed (Housing, Human Resource, ICW, Prosecutor's Office, Police Department);
  • Enter No contact/Protection orders issued through Lower Elwha Tribal Court;
 
Position Requirements

DESIRED QUALIFICATIONS:

  • Must possess valid Washington State driver’s license;
  • AA degree and above, or equivalent combination of education, training and experience;
  • At least 2 years of experience working in a tribal setting;
  • At least 2 years of experience in working in Law Enforcement and or criminal justice;
  • Computer knowledge and proficiency sufficient to create data bases needed for tracking of offenders and tracking other information as needed to perform job responsibilities;
  • Pass a criminal background check;
  • Must pass a drug test and comply with Drug Free Workplace Policy;
  • Experience in successful collaborations between tribal and other governmental and private agencies and departments.

Knowledge, Skills, Abilities Required by Position:

  • Knowledge of modern police practices and methods is preferred
  • Knowledge of controlling laws and ordinances;
  • Willingness to abide by confidentiality policies is required;
  • Ability and willingness to cooperate and collaborate with agencies from other jurisdictions as well as other LEKT agencies is required;
  • Knowledge of outside agencies;
  • Knowledge of the rules and regulations of the Lower Elwha Klallam Tribal Police Department is preferred;
  • Ability to deal courteously and in a supportive fashion with the public;
  • Ability to analyze situations quickly and objectively and to determine proper course of action is required;
  • Ability to remain calm in tense or hostile situations is required;
  • Knowledge, experience and understanding of tribal culture and traditions is preferred;
  • Ability to work fairly and effectively with tribal community and diverse population is required;

PHYSICAL REQUIREMENTS:

  • Ability to sit, stand, bend reach, climb stairs;
  • Ability to lift, push/pull objects up to 25 pounds infrequently;
  • Ability to utilize the manual dexterity to operate standard office machines such as, computers, fax machines, copiers, calculator, and telephones;

OTHER CONSIDERATIONS:

As with all positions of the Lower Elwha Klallam Tribe this position is Indian Preference in hiring.
