Description

SUMMARY:

Under basic supervision, performs administrative and technical work in professional long-range planning for the Planning and Building Services Department; assists with updates to the Comprehensive Plan policies and document; assists in public engagement processes; develops outreach plans and materials; and responds to public inquiries.

 

PRIMARY DUTIES AND RESPONSIBILITIES:

The job description is subject to change at any time by the employer. Essential duties and responsibilities may include, but are not limited to, the following:

 

  • Assists in the creation of new and/or updated policies, development regulations and environmental standards to existing Comprehensive Plans and related documents.
  • Assists in conducting outreach to stakeholders and the public on a variety of long-range planning projects and programs. Facilitates stakeholder and public meetings; and develops and maintains constructive relationship with all planning partners.
  • Provides written and graphic technical information to internal and external partners related to land use policies and standards, and economic, demographic, or development conditions. Assist with the development of the Long-Range Planning metrics program; includes extracting and use of data from various databases and resources and use of appropriate data analysis techniques to prepare annual Indicator Reports.
  • Coordinates with other County and Town departments and government agencies on specific projects, schedules and meetings; prepares agendas, develops presentations, prepares graphic materials for presentations, and summarizes discussions. Responds to inquiries in order to effectively support relevant projects, programs and initiatives.
  • Assists the Long-Range Principal Planner with data collection, data analysis, and presentations related to the Comprehensive Plan.
  • Participate in and/or attend community, citizen, advisory, commission, and council meetings; and prepares staff reports and provides technical recommendations to the Planning Commission and Board of County Commissioners.
  • Reviews and processes general planning, development applications and proposals; verifies compliance with regulations, policies and procedures; and coordinates with appropriate State and/or Federal agencies for compliance with County Comprehensive Plan and Land Development Regulations.
  • Utilizes the County Geographic Information System (GIS) to analyze and project land use trends to assist in current planning and long-range planning projects; provides research and administrative support to other Planning and Building staff.
  • Maintains and updates files and records; enters Planning data into land use and permit tracking database and completes necessary analysis and reports.
  • Performs special projects, including compliance reviews for Teton County Scenic Preserve Trust; monitoring conservation easements and other tasks as assigned.
  • Assist in managing planning projects, reviews documents for compliance with standards and policies, schedules public hearings, and assures that applicants understand the review process.
  • Supports the relationship between Teton County staff and the general public by demonstrating courteous and cooperative behavior when interacting with visitors and County staff; maintains confidentiality of work-related issues and County information; performs other duties as required or assigned.
 
Position Requirements

MINIMUM QUALIFICATIONS:

 

Education and Experience:

  • Bachelor’s Degree in Planning, Landscape Architecture, Architecture, or related field; AND two years of experience with community development and planning programs; OR equivalent combination of education, training, and experience. Master’s Degree in related field preferred.

 

Required Licenses and Certifications:

  • Must possess a valid Wyoming/Idaho Driver’s License and maintain an acceptable driving record.
  • Specific technical skills training and certifications may be required.

 

Required Knowledge of:

  • County policies and procedures, and State and Federal laws and regulations governing planning and development.
  • Principles and practices of planning, community development, land use, permitting, and environmental protection.
  • Environmentally responsible and resource-efficient community development techniques.
  • Records management and customer service principles, protocols, and standards.
  • Standard and specialized computer software applications, including Geographic Information System (GIS).

 

Required Skills in:

  • Explaining planning and development regulations and procedures, and County policies and procedures.
  • Assessing and prioritizing multiple tasks, projects and demands.
  • Responding to public inquiries and providing information on departmental services, programs, policies, and procedures.
  • Providing effective customer service, and dealing tactfully and courteously with the public.
  • Maintaining accurate and interrelated technical records, and identifying and reconciling errors.
  • Establishing and maintaining cooperative working relationships with County employees, representatives from other government agencies, community groups, the Planning Commission, and the Board of County Commissioners.
  • Communicating effectively verbally and in writing.

 

Physical Demands/Work Environment:

  • Work is performed in a standard office environment.
  • Occasional field/site visits required.
