Description

POSITION SUMMARY

The Senior Project Manager will plan, direct, manage, and provide oversight of assigned design and construction projects to ensure that company goals and objectives are accomplished within the prescribed schedule and budget parameters. The Senior Project Manager must effectively communicate with owners, Superintendents, Project Managers, subcontractors, design team, consultants, and Executive management; provide internal and external coordination and collaboration with project partners and stakeholders; assist in the management of key Company initiatives and projects; possess considerable judgment and latitude in performing job duties, and is expected to be self-motivated to function effectively with minimal to moderate direct supervision. The coordination, implementation, and completion of specific projects ensuring consistency with company strategy, commitments and goals, while providing technical direction and ensuring compliance with quality standards. Coordinates the construction efforts through in-house and contract labor for new construction and rebuilding projects; responsible for construction personnel safety and the quality of work performed; mediates between contractors, workers and senior project managers; and carries out the inspection of construction site and material, keeps a tab on the documentation, generates and updates the project files and reports. Prepares designs, specifications and estimates, conducts preliminary site investigations to obtain baseline data, and then prepares design criteria for smaller or less complex portions of the projects including additions and renovations to existing structures or landscapes.

ESSENTIAL FUNCTIONS

  1. The Senior Project Manager shall manage, oversee, and train direct reports.
  2. When managing projects directly, the Senior Project Manager shall follow a Project Manager's job description for those projects.
  3. Provide detailed constructability reviews of project documents; make recommendations.
  4. Advise, consult, lead, and provide feedback on the development of construction procurement documents, including plans, construction phase consulting services, and Company responsibilities.
  5. Participate in and/or lead project evaluation and consultant selection for applicable procurements.
  6. Provide oversight of Project Managers in the day-to-day work on projects in construction phases; coordinate and make recommendations regarding status of work
  7. Attend and actively participate in partnering sessions with contractors, agencies, and organizations to obtain feedback on Company performance and effectiveness; represent Company needs and develop strong working relationships throughout the industry.
  8. Represent the Company in value engineering studies on projects in development.
  9. Assist Project Manager in the development of project procurement documents for various delivery methods.
  10. Provide oversight of Project Manager in reviewing subcontractor requests through formal or informal processes and provide prompt responses to keep projects on schedule.
  11. Provide regular detailed reporting/metrics on existing projects, resource allocation, project status completion statistics, and any variances to plan and forecast future needs.
  12. Review and monitor project work to ensure that progress is within standard guidelines and is completed on time and within budget.
  13. Review and provide recommendations on potential change orders on projects and process them per contractual requirements, providing detailed analysis of impacts on the Company budget and schedule.
  14. Provide oversight of Project Manager in coordinating efforts of Team Members on projects to ensure effective partnering.
  15. Regularly review project schedules, analyze and monitor construction progress to determine impacts to schedule, and provide feedback to the COO.
  16. Regularly attend and/or lead detailed project meetings with assigned Project Managers to ensure Company goals are achieved.
  17. Enforce subcontractor contracts compliance for reporting, environmental requirements, scheduling, and invoicing.
  18. Work with Project Manager to define project team members' roles, project reporting structures, and frequency of interaction.
  19. Monitor, advise, consult, and communicate project-related issues, scope changes, variances, and contingencies that may arise during projects to the COO. Facilitate amicable solutions.
  20. Meet with and effectively communicate with project partners, Owners, project stakeholders, and the general public, as required.
  21. Assist in resolving conflicts between owners, subcontractors, and other Team Members. Assumes a lead role in any dispute resolution activities occurring on assigned projects if the Project Manager is unavailable.
  22. Monitor consultant and contractor progress and performance. Assist in the review and approval of invoice and assist the Project Manager in resolving payment and project disputes.
  23. Assist in analyzing recommendations made by and provide direction to consultants.
  24. Participate in subcontractor evaluation, bid analysis reviews, and award recommendations.
  25. Provide project management support and input associated with projects to Business Development and the Community Relations Department.
  26. Review monthly budget projections and review financial billings with PMs.
  27. Provide oversight and assist with project development at initiation and review monthly to ensure accuracy.
  28. Work closely with COO on other special planning and department projects.
  29. Oversee and report weekly, monthly, quarterly, and annual metrics.
  30. Review and file all approved contracts, POs, and Proposals.
  31. Attend weekly owners’ meetings
  32. Attend weekly Projects Committee meetings.
  33. Attend monthly safety meetings.
  34. Review project change requests for accuracy, completeness, and budget compliance.
  35. Prepare cash flow projection based on current projects and operating expenses.
  36. Lead an interdepartmental team to complete an assigned project on time, to specifications, and with accuracy and efficiency,
  37. Complete plans, specifications, and contract analyses as required.
  38. Complete closeout requirements including punch list and as-builts.
  39. Ensure compliance with federal, state, local, industry, contractual, and company regulations, standards, specifications, and best practices.
  40. Implement a budget based on estimates prepared by the project estimators.
  41. Communicate and collaborate with the team to provide adequate weekly manpower, complete and process RFIs, submittals, change proposal requests and change orders.
  42. Monitor all phases of a project and promptly address any changes to the original scope of services and the impact to the project schedule and budget. Continually assessing project needs and resources available to complete the project successfully. Plan workflows, conduct statistical production/project studies, and analyze production costs
  43. Design, modify, develop, and write specifications. Prepare, design concepts and ability to convey ideas and formulate working drawings using CADD and project management/scheduling software programs such as MS Project and Primavera Systems and to communicate using PowerPoint presentation. May convert the designs of engineers and architects into technical drawings and plans.
  44. Evaluate state-of-the-art scientific and environmental/engineering technologies and incorporates into the planning, design, operation, maintenance, repair, and upgrade of installation natural and built infrastructure. Plan, conduct, and record side/facilities surveys, inspections, and coordinate with other engineering disciplines, contractors and vendors.
  45. Make determinations and provide recommendations addressing new project schedules and/or feasibility of pre-determined schedules. Provide accurate project documentation/record maintenance throughout the project. Maintain all historical data on projects for future projections and project budgeting.
  46. Administer purchase orders for materials and supplies, including verification of invoices, with approval of Director of Facilities Management. Track and report team hours and expenses on a weekly basis. Maintain databases using various applications, providing reports and data upon request.
  47. Ensure that construction activities move according to predetermined schedule. Communicate effectively with the contractors responsible for completing various phases of the project. Coordinate the efforts of all parties involved with the project, which include the architects, consultants, contractors, sub-contractors and laborers, so that there can be a maximum utilization of the human resource at disposal
  48. Monitor the progress of the construction activities by periodic inspection and hold regular status meetings with all the sub-teams. Monitor and report progress, problems, and solutions of the project to the Director of Facilities Management.
  49. Present final project report, handover project documentation, release project resources and conduct project review with the Director of Facilities Management. Shall identify key factors that led to the completion of the project and those that were not beneficial for the project, so that it can be avoided in the future.
  50. Comply with the established Hospital Standards for Life Safety and Joint Commission Standards. Ensure setting up of safety measures during construction
  51. Evaluate state-of-the-art scientific and environmental/engineering technologies and incorporates into the planning, design, operation, maintenance, repair, and upgrade of installation natural and built infrastructure. Plan, conduct, and record side/facilities surveys, inspection, and coordinate with other engineering disciplines, contractors and vendors.
  52. Attend meetings as arranged by Leadership, Supervisors, and Health Officials as required.
  53. Supervise and oversee construction personnel with renovation, remodeling and new construction.
  54. Supervise and oversee personnel and assigning work orders, keeping up with PM regarding doors and locks at Hospital, Housing, and construction projects.
  55. Directly overseeing each project budget and staying within project budget; however, if extending project budget, Senior Project Manager must submit recommendation in advance to Director of Facilities Management.
  56. Ensure proper PPE is always worn while on duty including but not limited to face mask, gloves, gown, NIOSH-approved N95 filtering respirator or higher (if available), and eye or face shield.
  57. Complete donning and doffing tasks in a safe acceptable method and discard of used PPE accordingly. (See CDC website for most current updates).
  58. Complete task training for all routine cleaning and decontamination processes for all surfaces contaminated by a communicable disease to ensure a high level of patient, visitor, employee, and external customer satisfaction.
  59. Ensure all “red zone” tasks and call backs are per House Supervisor’s and Department Manager’s PPE requirements.
  60. Comply with established policies and procedure, rules and regulations.

MENTAL AND PHYSICAL EFFORT

Physical:

This position requires frequent sitting, walking, standing, reaching, and maintaining balance. Occasionally the job requires driving, climbing, kneeling, crouching, testing bending and carrying. Incumbent must be able to lift, push and pull for greater than ¾ day up to 24 lbs.; and, occasionally lift-up to 50 pounds. Requires availability for responding to emergencies at night (sleep may be disrupted). Sensory requirements for this position are to have the prolonged ability for hearing normal speech and telephone use. Must be able to frequently utilize far vision, near vision, and color vision. Incumbent must be able to occasionally have the ability for depth perception, seeing fine details, and hearing overhead pages thru loudspeaker. Incumbent will need to have the ability to lift-up to 25 lbs. for prolonged periods of time and occasionally lift-up to 50 lbs. Must have the ability with hand manipulation of prolonged periods of simple grasping and use of keyboards. Must occasionally be able to use hands for firm grasping and fine manipulation. Incumbent must be able be flexible with schedule to meet the needs of the unit.

Mental:

Exercise independent judgment to ensure high standards for facility safety and accessibility, which significantly impacts the environment for patient care and services; may deviate from existing department or corporation practices to resolve operating problems. Incumbent must be able work prolong times during work day to cope with high levels of stress; make decisions under high pressure; cope with anger/fear/hostility of others in a calm way; manage altercations; concentrate; handle a high degree of flexibility; handle multiple priorities in stressful situations; and, demonstrate high degree of patience. Must be able to frequently work alone. Incumbent may occasionally need to be able to adapt to shift work, accept flexible schedule to meet unit needs; and, work in areas that are close and crowded.

Environmental:

Incumbent may be frequently exposed to infectious diseases; dust, fumes, gases; extremes in temperature or humidity; and, hazardous or moving equipment. Incumbent may occasionally be exposed to chemical agents; unprotected heights; and, loud noises.

 
Position Requirements

NECESSARY QUALIFICATIONS

Education:

Must have a Bachelor’s Degree in Construction Management, Engineering, Architectural, and/or related construction field

Experience:

  • Five (5) years of direct work experience in construction projects with participation of project management team
  • Five (5) years of experience in practical work related to engineering
  • Demonstrated experience in strategic planning, risk management, and people management with use of project management software, techniques, and/or tools
  • Demonstrate knowledge of safety, security, OSHA, EPA, EEO regulations, practices, and procedures
  • Demonstrate knowledge of multi-disciplinary engineering principles, theories, concepts, practices, standards, methods, techniques, materials, and equipment

License/Certification:

  • Must have a current and valid state driver’s license with no restrictions

  • Excellent commercial and residential plan and specifications reading skills, including mechanical, electrical, and plumbing scopes.
  • Proficient with Microsoft Office Suites and PDF programs and can utilize these programs to accomplish duties and responsibilities above.
  • Excellent organizational skills and attention to detail so can manage multiple Project Managers at once.
  • Excellent time management skills with the ability to meet established deadlines.
  • Strong analytical and problem-solving skills.
  • Strong knowledge of contracts and how to implement the information while projects progress.
  • Ability to prioritize tasks and delegate them as appropriate.
  • Ability to maintain working relationships with subcontractors and clients.
  • Ability to coordinate with designers, utility companies, and other agencies.
  • Strong supervisory and leadership skills.
  • Thorough understanding of or the ability to quickly learn about the projects being worked on.
