Job Title: Billing Technician

Department: Health and Human Services

Division: Behavioral Health

Status: Non-Exempt/Full-time

Salary: $19.65/hourly

Position Summary:

Under general supervision, responsible for administering all third party billing functions to meet the department or program needs.

The work is normally reviewed upon completion, with occasional spot checks while in process, to ensure accuracy, timeliness and conformance to established standards; major work tasks are covered by instructions or procedures and unusual situations are referred to a supervisor.

Essential Duties and Responsibilities:

  • Provides technical assistance to meet BIA regulations in the maintenance of legible, current, easily accessible and confidential client information.
  • Interacts and consults with the users to identify business system requirements.
  • Prepares detailed specifications from which financial data flow can be developed (documentation).
  • Oversees the financial data flow of the division.
  • Conducts all third party billing functions.
  • Reconciles for all third party billing, correcting any billing errors and resubmitting to the appropriate agency.
  • Responds to inquiries concerning covered charges, payments and billing questions.
  • Provides written reports regarding billing status.
  • Keeps management informed of status of billing system by attending meetings and submitting reports.
  • Maintains professional and technical knowledge by conducting research, attending seminars and meetings; educational workshops, classes and conferences; reviewing professional publications; establishing networks; participating in professional societies; conferring with representatives of contracting agencies and related organizations.
  • Creates ad-hoc reports as needed.
  • Updates computer software as required to support changes in the billing structure.
  • Processes and submits transportation services bills for Third Party reimbursement and other insurance plans.
  • Performs other job related duties as assigned and contributes to a team effort.

Knowledge, Skills, and Abilities:

  • Knowledge of the Tohono O’odham culture, customs, and traditions.
  • Knowledge of applicable federal, state, tribal laws, regulations and requirements.
  • Knowledge of the economic, educational and health and social problems of Native Americans.
  • Knowledge of Tohono O’odham Nation’s accounting practices and procedures.
  • Knowledge of medical terminology and medical records structure.
  • Skill in analyzing problems, projecting consequences, identifying solutions, and implementing recommendations.
  • Skill in operating various word-processing programs and other office equipment.
  • Skill in basic business accounting methods (billing and reconciliation).
  • Skill in preparing, reviewing, and analyzing billing reports.
  • Skill in providing superior customer service to external and internal customers.
  • Ability to exercise independent judgment.
  • Ability to communicate efficiently and effectively both verbally and in writing.
  • Ability to establish and maintain positive and effective working relationships with other employees and the general public.
  • Ability to maintain privileged confidential information.
  • Ability to work independently and meet strict time lines.
  • Ability to work extended hours and various work schedules.
 
Position Requirements

Minimum Qualifications:

Associate’s Degree in Business Administration or Accounting and two years’ work experience in an accounting setting, or an equivalent combination of training, education, and work experience which demonstrates the ability to perform the duties of this position

Licenses, Certifications, Special Requirements:

  • Upon recommendation for hire, a criminal background check is required to determine suitability for hire, including a 39-month Motor Vehicle Record.
  • May require possessing and maintaining a valid driver’s license, (no DUIs or major traffic citations within the last three years).
  • If required, must meet the Tohono O’odham Nation tribal employer’s insurance requirements to receive a driver’s permit to operate program vehicles.
  • Based on the department’s needs, incumbents may be required to demonstrate fluency in both the Tohono O’odham Language and English as a condition of employment.

Physical Demands:

While performing the duties of this job, the employee is regularly required to talk or hear. The employee is frequently required to sit; walk; use hands to finger, handle, or feel; reach with hands and arms. The employee must occasionally lift and/or move up to 20 pounds.

The Nation is the second largest reservations in Arizona in both population and geographical size, with a land base of 2.8 million acres and 4,460 square miles, approximately the size of the State of Connecticut. Its four non-contiguous segments total more than 2.8 million acres at an elevation of 2,674 feet.
