Description

JOB SUMMARY:

The Program Supervisor is responsible for the overall management of the Agencys Mercer County Project Free adult addiction treatment programs. These programs include both the traditional and intensive outpatient services provided under Project Free and ALAD program licensure.

The Program Supervisor shall play a central role in developing and implementing services responsive to evidenced consumer need, and shall ensure services are high quality and rendered in accordance with Catholic Charities and regulatory standards. In addition to its administrative responsibilities, the position requires the Supervisor to be involved in the direct provision of consumer services.

Coordinates, evaluates and monitors an efficient and effective delivery of adult intensive outpatient and outpatient services consistent with best practices and in accordance with agency funding source and State licensing standards and expectations.

ESSENTIAL FUNCTIONS:

Program and Staff Development:

  • Supervises staff, monitoring and assessing performance of group and individual counseling and care coordinator functions
  • The Program Supervisor in conjunction with the Director of Addiction Recovery Services will ensure that direct clinical supervision is provided by a staff person who meets the qualifications specified by the New Jersey Board of Marriage and Family Counselors, Alcohol and Drug Counselor committee at N.J.A.C 13:34C-6.3
  • Direct clinical supervision to be provided by the Director of Addiction Recovery Services
  • Prepares annual evaluations and develops with staff, plans for improved performance
  • Ensure that behavioral and pharmacologic approaches to treatment are evidenced based or based on objective information to provide treatment services consistent with recognized treatment principles
  • Plans, structures, facilitates and maintains group focus on recovery and skill acquisition with a trauma based curriculum
  • Establishes and maintains communication with referral sources and other agencies and treatment providers such as but not limited to: DCPP, Drug Court, Federal Drug Court/Pre-trial, County Drug Court, ASI, DUII/IDRC, and other community referral agencies
  • Maintain established productivity standards and monitor staff productivity standard achievement
  • Monitor staff Anasazi home page to meet quality documentation standards
  • Monitor budget, manage budget, and participate in budget development with the support of the Director of Addictions Recovery Services
  • Assure that group schedules are balanced, attendance is within regulatory standards, and coverage is maintained
  • Assure that individual sessions are occurring as per state level of care regulatory standards
  • Provide oversight and supervision of treatment team
  • Establish and achieve clinical and performance outcomes that are consistent with or exceed industry standards and contractual commitments
  • Identify and pursue opportunities to grow the program and to respond to unmet consumer needs
  • Participate in budgeting process. Monitor revenue and expenses on a monthly basis and ensure performance is consistent with budgeted expectations.
  • In conjunction with the Director of Addiction Recovery Services and Human Resources Department, the Program Supervisor will work to maintain appropriate staffing levels and to address all human resource questions and concerns in accordance with Agency policy
  • The Program Supervisor and/ or their designate will be a primary contact for the programs principal referral sources to ensure optimal customer service is provided and that coordination of care is strong
  • Develop and maintain staff job descriptions
  • Provides orientation and training to new clinical staff

Quality Improvement:

  • Develop quality performance initiatives to enhance the clinical and/or administrative functioning of the program. Utilize PDSA methodology in implementing and tracking effectiveness of measures. Participate in all QI meetings.
  • Monitors the maintenance of accurate and up to date case records consistent with agency and funding source requirements
  • Ensure all clinical staff are licensed and credentialed according to the NJ Board of Marriage and Family Counselor and the Alcohol and Drug Counselor committee
  • Utilizes supervision and training as an opportunity for enhancing professional competence and clinical quality of care
  • Participates in Quality Improvement activities, evaluating program effectiveness and outcomes
  • Prepares reports such as rosters, stats, and treatment recommendation letters to outside agencies
  • Maintains accurate program census data
  • Participate in staff education, training, and consultation to program staff

Direct Services:

  • Facilitates group when needed related to coverage shortage
  • Carries a case load of a minimum of 15 case maximum of 20
  • Conducts intakes assessments as needed and assures all staff complete thorough initial assessments utilizing NJSAMS and Anasazi documentation
  • Supports staff with developing clients strengths and resources, affirming reality testing, contact with experience, judgment and connection with support systems including family, friends and community resources
  • Ensures that clinical services provided are aligned with the clients treatment plan and coordinated with other client care services
  • Ensure that co-occurring treatment services are provided by qualified personnel
  • Involves and engages family and significant others in the recovery process and assists them in understanding the illness, coping with it and managing its effects, as needed
  • Assures staff consults with other service providers and document their participation in the recovery process
  • Meet or exceed identified / contracted levels of service delivery. Monitor and report volumes on a monthly basis.
  • Maintain the clinical records of assigned consumers in accordance with policy.
  • Coordinate clinical case reviews on a regularly scheduled basis
  • The duties as defined are not all inclusive. The position may require completion of other clinical or administrative duties as assigned.

Position Requirements

Qualifications/ Requirements

  • Master’s degree in human services field from an accredited college or university and an LCSW/LPC, or LCADC/CADC. A minimum of five years’ experience serving adults with substance abuse and/or co-occurring mental health disorders is required.
  • Completion and proof of all CADC course work hours required by the Alcohol and Drug Committee and in process for completion of LCADC licensure requirements as specified by the Board
  • CCS preferred or in process within 6 months of hire
  • Medical clearance and fingerprinting require

LICENSES/CERTIFICATIONS NEEDED: New Jersey Licensed Clinical Alcohol & Drug Counselor LCADC, LCSW Licensed Clinical Social Worker, and/or Licensed Professional Counselor LPC. Valid Driver’s License
