About the Organization
For the last 30 years, CASA has provided affordable housing in the Triangle for those at risk of homelessness. Grounded in the belief that the solution to homelessness is housing, CASA owns and manages more than fifty multi-family and scattered site residential properties that provide a place to live for families, veterans, individuals with disabilities, formerly homeless individuals and those in the workforce who struggle to afford housing.
CASA is experienced in the full range of management activities required to provide high quality service to residents giving them an opportunity to live successfully. Since the acquisition of its first property in Raleigh in 1993, CASA has grown to nearly five hundred units in Wake, Durham, and Orange Counties, with five additional properties currently under development with more planned in all three counties.
CASA is a non-profit affordable housing organization funded through rental income, philanthropic gifts, and local, state, and federal government. CASA's main administrative and property management office is in Raleigh, with a second property management location in Durham.

The mission of CASA is to provide access to stable, affordable housing for people who are homeless or at risk by developing and managing rental communities.

Description

As an affordable housing developer and property management organization, our Property Specialists performs a range of duties essential to achieving our mission of providing access to stable, affordable housing for people who are homeless or at risk of becoming homeless. This position manages a portfolio of rental properties, engages in strategies that maximize income, and promotes positive relations throughout the resident lifecycle. The property specialist requires a balance of knowledge and skills to successful navigate resident retention and satisfaction, rent collection and vacancy optimization, and the achievement of key performance metrics expected from high performing teams.

Essential Duties

PROPERTY SPECIALIST DUTIES

  • Assumes ownership of property performance such as occupancy, retention, resident relations, and resident satisfaction in alignment with our human-centered design framework and lean process improvement
  • Performs range of property management and business solutions functions to include sales and marketing, facilities management, financial reporting, documentation, bookkeeping, and
  • Initiate the collection of rent, fees, and other obligations; work collaboratively with residents for options or scheduling of plans; identifies and resources support for those at risk of
  • Manages current and future occupancy by initiating and completing on-time annual lease renewals; coordinates with resident to collect documentation, complete inspection, and finalize
  • Fully understands the recertification process and all its components to ensure tenants are accurately recertified on time. Update required annual recertification logs.
  • Walks property exteriors quarterly to identify and execute repairs; create and submit detailed work orders; schedules and performs in-unit inspections
  • Maintains organized and updated resident files, records, and ongoing communications and associated documentation in alignment with internal and external compliance
  • Proactively plans move in/move out processes, anticipates vacancies, performs on site checklist inspection; markets desirable features/amenities and assertively matches applicant and
  • Coordinates rental increase and recertification's with local Housing Authorities and other subsidy providers. Understand third party subsidy expectations and guidelines.
  • Coordinate inspections and speaks with tenants to confirm inspection, entering detailed work
  • Process late notices for tenants, pull delinquent reports and mail out notices to tenants in a timely manner. Contact support team or subsidy providers if needed.
  • Build a good relationship and be responsive to tenants and service providers Responsible for handling all tenant concerns and issues at property. Documents all conversation in tenant file in a timely manner, reaching out to tenant support teams and funders, sending notices when needed and process all termination or non-lease renewals.
  • Assist/prepare monthly, quarterly, and annual monitoring reporting.
  • Take tenant calls about maintenance issues and create work orders in appropriate systems. Notify maintenance of emergency when needed.
  • Conduct community meetings in-person with residents.
  • Responsible for training new Property personnel.
  • Completes annual required trainings.
  • Perform other responsibilities and/or tasks as assigned by supervisor or other management staff.

Position Requirements

MINIMUM QUALIFICATIONS

  • Combination of experience and/or education in business, management, sales, real estate, property management, or case management
  • Successful track record managing PSH, HUD Project based or Section 8 Housing- 1 year or more
  • Ability to assess income eligibility, rents, and property-specific compliance requirements
  • Related industry recognized certification or ability to acquire in six months
  • Working knowledge of related industry standards and regulations
  • Excellent organizational, time management, and interpersonal skills; ability to deescalate conflict
  • Minimum of 1-2 years’ experience in the property management or housing area.

PREFERRED

  • Certified Occupancy Specialist certification
  • Property management software experience
  • Demonstrated leadership skills

LOCATION

  • Wake, Durham, and Orange Counties (frequent travel to all locations – mileage reimbursed for travel with use of personal vehicle).
