Description

Journeyman: A Journeyman labor category has 3 to 10 years of experience and a BA/BS or MA/MS degree. A Journeyman labor category typically performs all functional duties independently.

COMPUTER SYSTEMS ANALYST - Analyze science, engineering, business, and other data processing problems to implement and improve computer systems. Analyze user requirements, procedures, and problems to automate or improve existing systems and review computer system capabilities, workflow, and scheduling limitations. May analyze or recommend commercially available software

 
Position Requirements

Contractor support shall have the requisite knowledge, skills, and/or experience to:

  • Facilitate effective program management to complete support tasks timely, within budget, and through maximization of resources. Ensure all business, functional, and security/privacy requirements are identified and met to support SharePoint administration. Appropriately documents plan, schedules, meetings, decisions, risks, challenges, performance, improvement efforts, best practices, and processes / procedures for IRS receipt
  • Identify and resolve SharePoint server specific items (e.g., administration, user management, identities, roles, and permissions) in accordance with Federal information and information systems standards as well as IRS Internal Revenue Manual 2.25.20 (December 11, 2020) Integrated Enterprise Portal Web Services, SharePoint and applicable interim guidance memorandum PGLD-10-0821-0005, Interim Guidance on Shared Storage PIAs (October 18, 2021) issued by the IRS Privacy Policy and Compliance Office
  • Configure, deploy, and perform system testing functions of SharePoint on Microsoft 365 and underlying systems / repositories to demonstrate that the migration will not adversely impact daily operations of IRS IT Cybersecurity Organization, result in data loss, or pose undue risk to information technology or cybersecurity capabilities critical to filing season
  • Conduct quality assurance and quality control for IT Cybersecurity Organization SharePoint 2013 assets designated for migration to SharePoint on Microsoft 365; dispose and/or decommission assets determined unfit or unnecessary for migration to the cloud in accordance with applicable records disposal guidance, privacy considerations, and data security procedures
  • Author validation test scripts, cases, and reports to verify and demonstrate that data and assets have been migrated as agreed, user access integrity is current and without discrepancies / unvalidated permissions, and that any third-party tools or extensions remain functional or have been replicated/reengineered to perform operations equal to or better than current state solutions
  • Ensure that the IRS IT Cybersecurity Organization SharePoint 2013 environment is backed up and decommissioned: no longer accessible to end users, in coordination with the IRS SharePoint Program Management Office and relevant timelines
  • Execute routine informal knowledge sharing and transfer pertaining to activities conducted under this Performance Work Statement (PWS) with relevant IRS employees and stakeholders to ensure end-users are apprised of contents of the SharePoint environment, use of features and functions, extensions and plugins, compatibilities, and interfaces, known defects, risks, workarounds, and other information which enhances government navigation, ownership, and utilization of the tool to the fullest extent
  • Provide information reasonably requested by the government related to SharePoint features, functions, extensions, configurations, releases, programmer notes, artifacts, operational procedures, best practices, risks, and environmental considerations, etc. which cooperatively assist IRS IT Cybersecurity Organization in the adoption, utilization, and management of SharePoint
