Description

We are seeking a Construction Safety Coordinator at Vicenza, Italy to support Resident Officer in Charge of Construction (ROICC) Northern Italy located in Vicenza, Italy. Primary duties will be in the Vicenza local commuting area. The local commuting area will be considered within a 20 km radius of US Army Garrison Italy Vicenza. Weekly trips to Aviano Air Base and Ghedi Air Base will also be required.

The Construction Safety Coordinator will provide to the Government Construction Manager/Contracting Officers Representative their interpretations and summary of aspects of Italian safety law and norms as they may apply to the construction contracts.

Additional Responsibilities Include, but are not Limited To:

  • Control and verify that construction contractors comply with Italian Decreto legislativo nr. 81/08.
  • Ensure work is in compliance with Army Corps of Engineers Safety and Health Requirements Manual, EM-385-1-1.
  • Verify and, if necessary, update the Piano di Sicurezza e Coordinamento (PSC) and Fascicolo dellopera, both provide by Coordinatore della Sicurezza during the design phase in accordance with Articles 91 and 100 of Decreto legislativo nr. 81/08.
  • Verify the suitability of the Operational Safety Plan (POS), ensuring its consistency with the Project Safety and Coordination Plan (PSC) and Fascicolo dellopera.
  • Verify the field layout proposed by the contractor.
  • Verify the application of all union agreements (as applicable) to fulfill coordination among the various safety representatives that may be assigned to specific work tasks to improve site safety.
  • Suspend unsafe work activity in the event of a serious imminent safety hazard; propose to the Contracting Officer a suspension of work on site or removal of contractor from the site.
  • Attend coordination and safety meetings.
  • Perform periodic site inspections/site visits to verify the safe execution of the works and the protection of workers; provide minutes.
  • Perform spot checks to inspect and verify all machinery and equipment has the proper conformity certificates before use on the site.
  • Track site-specific deficiencies, ensure corrective action is taken in a timely manner, and confirm corrective action is reported on Contractor Production Reports.
  • Track Contractor disciplinary actions as they relate to non-compliant, unsafe behavior.
  • Review and verify compliance of contractor monthly submission of Safety checklist with invoices; recommend retention when appropriate.
  • Provide written reports to the Construction Manager\Contracting Officers representative when appropriate; detailing safety problems citing appropriate Italian, contract, and U.S. references. Maintain a log of this activity for each contract.
  • Provide regularly scheduled briefings to the Construction Manager\Contracting Officers representative, outlining the status of safety on site, and other program safety issues as requested.
  • Assist with proposal development, if necessary.
  • Perform other duties, as assigned.
