Hiring pay range:

PHN I: $49,566.40 - $61,963.20/an; PHN II: $55,244.80 - $69,056.00/an

Full pay range:

PHN I: $49,566.40 - $74,360.00/an; PHN II: $55,244.80 - $82,867.20/an

 

GENERAL PURPOSE OF JOB:

The Public Health Nurse Consultant Provides direct nursing services and acts as a medical consultant to childcare program staff in support of quality early childhood education programs. The position is also required to provide other public health nursing services as required, and is cross trained in other functional areas. Depending on Qualifications this position may fall in one of three levels of Public Health Nursing. The Public Health Nursing levels are promotional opportunities and distinguished from each other by level of independence, program area responsibilities, previous nursing experience, and expertise in the Countys Public Health Nursing program.

 

ESSENTIAL JOB FUNCTIONS:

Consultation

  • Responsible for applying skills and knowledge to plan and implement quality childcare health consultation activities and experiences within the childcare setting. Knows Colorado immunization requirements and the status of children in the program. Works closely with the Garfield County DHS Child Care Program and Public Health, childcare directors and/or the appointed healthcare liaison to assist the childcare programs with communicable disease management. Identifies needed improvements in childcare required health care procedures and works with programs to meet those requirements.
  • Provides Garfield County DHS Child Care Program and Public Health and child care program participants with information, education, and resources on health and safety topics including but not limited to: nutrition and obesity prevention, injury prevention, oral health, playground and classroom safety, early childhood development, environmental health, staff health, illness policies, and disaster planning including, illness outbreaks, or natural disasters that would affect child care operations and child safety. Communicates with the appointed health liaison in each childcare program.

Training & Delegation

  • Responsible for the training of childcare staff in the use of routine medications and for all required health care procedures. Evaluates and conducts training needs assessments in childcare programs. Offers instruction in hand washing, diaper changing, and other childcare health precautions. Leads in-person state approved Medication Administration Training in partnership with Garfield County DHS Child Care program every 2-3 months for early care and education professionals, foster parents, and the community.

Emergency Response

  • Participates in the Public Health emergency and community health preparedness and response as required. Supports meeting the Departments public health and environmental responsibilities. May have core assignment changed or be redeployed to support core functions during public health emergency situations.

  • Read, analyze and interpret professional journals or periodicals, procedures and government regulations.
  • Define problems, collect data, establish facts and draw valid conclusions.
  • Use resources to organize and plan and to make decisions and solve problems.
  • Establish effective working relationships with employees, team leads, supervisors, other Departments/Offices, other agencies and organizations.
  • Understand and practice safety procedures and precautions.
  • Maintain a high level of professionalism and confidentiality.
  • Work collaboratively with diverse organizations and interest groups.
 
Position Requirements

Minimum Qualifications:

(Any combination of experience and education that would likely provide the required knowledge, skills, and abilities as determined by Garfield County may be substituted for the requirements above.)

Education & Experience:

 

Public Health Nurse I:

  • Bachelor’s degree in nursing from a college or university accredited by the National League for Nursing. One (1) year of public health nursing or equivalent with experience in maternal and child health.

Public Health Nurse II:

  • Bachelor’s degree in nursing from a college or university accredited by the National League for Nursing. Two (2) year of public health nursing or equivalent with experience in maternal and child health.

Licenses & Certifications:

  • Current License to practice as a Registered Nurse in Colorado
  • Valid Driver’s License
  • Completion of the required Child Care Health Consultant (CCHC) Trainings offered through Healthy Child Care Colorado and the Colorado Shines Professional Development Information System (PDIS)
  • Ongoing participation in the CCHC Hub
  • CPR Certification

 

Note: This position requires a pre-employment background check with will include a Criminal Check, and Motor Vehicle Record. Employment is contingent upon successful completion of a Criminal Background Check.

 

Required Travel:

This position will travel to a variety of facilities and conduct site visits around Garfield County. Additional travel may be required for trainings and educational meetings.

Specific vision abilities required by this job include close vision, color vision, depth perception, peripheral vision, and ability to adjust focus. The job requires eye/hand coordination and manual dexterity to use office/medical equipment. This position may come into contact with patients under a wide variety of circumstances: may have potential exposure to hazardous body fluids and wastes, infection from disease-bearing specimens, contagious disease, risk of blood borne diseases.
