Job Summary

The Public Health Emergency Preparedness (PHEP) Coordinator is the primary facilitator for all programming stemming from Program Element #31: Tribal Public Health Emergency Preparedness Program. This position is housed in the Public Health Department. The PHEP Coordinator will act as liaison between Oregon Office of Emergency Management and Oregon Health Authority in matters pertaining to Program Element completion, collaboration, and planning. All duties and responsibilities will be performed in accordance to the Yellowhawk Mission and Vision Statement.

Essential Job Functions:

  1. Work under the direction of the Public Health Director and the Oregon Health Authority (OHA) Public Health Division Health Security Preparedness & Response to meet all program elements listed under Program Element #31: Tribal Public Health Emergency Preparedness Program including, but not limited to:
    1. Creation and timely submission of Tribal PHEP Work Plan on annual basis.
    2. Attend annual HSPR-hosted health preparedness conference.
    3. Participate in emergency preparedness subcommittees, work groups, and projects for the sustainment of PHEP.
    4. Participate in a minimum of 75% of the regional or local HPP/Health Care Coalition (HCC) meetings.
    5. Participate in a minimum of 75% of the statewide HSPR-hosted PHEP monthly conference calls for LPHAs and Tribes.
    6. Participate in activities associated with statewide emerging threats or incidents as identified by HSPR or the Tribe.
    7. Complete all applicable Public Health Preparedness Capability Surveys sponsored by HSPR each year.
    8. Submit Training and Exercise Plan (TEP) that meets minimum conditions to HSPR yearly.
    9. Participate in the completion of the approved templates for the PHEP budget and expense reporting to OHA yearly.
  2. Assist in the acquisition and completion of all Public Health Accreditation Board (PHAB) requirements related to all PHAB Domains that pertain to PHEP.
  3. Participate in ongoing public health emergency response plan development specific to Yellowhawk and Confederated Tribes of the Umatilla Indian Reservation.
  4. Collaborate and coordinate with local and regional partners on planning and response activities, including drills.
  5. Initiate and maintain Memorandum of Understanding (MOU) between Yellowhawk and other government agencies and CTUIR entities to ensure adequate and coordinated response to public health emergencies.
  6. Communicate and collaborate closely with public health team, Yellowhawk management, contracted and staff providers.
  7. Collaborate with Yellowhawk Public Relations Department for the creation of social media campaigns, advertising, and all print materials utilizing the Communications Policies in place.
  8. May need to work weekends, outside regular clinic hours or outside at outreach events.
  9. Other duties as assigned.
 
Position Requirements

Minimum Qualifications

  1. Associates of Applied Science in Business, Nursing, Emergency Management, Fire and Emergency Services or other related field; Associates of Arts in Business, Public Health, or other related field plus two or more years of experience in public health or comparable setting.
  2. Knowledge of emergency management and Incident Command System.
  3. Must be available and able to report for duty during inclement weather and in response to emergencies.
  4. Proficient in Microsoft Office applications including Word, Excel, and PowerPoint.
  5. Professional verbal and written word capabilities.
  6. Demonstrated ability to work effectively in a team setting with diverse membership.
  7. Maintain confidentiality in accordance with the Yellowhawk Tribal Health Center Policy Manual and the Health Insurance Portability and Accountability Act (HIPAA).
  8. Must possess or receive CPR and First Aid certification within ninety (90)-days of employment.
  9. Represents Yellowhawk with a respected and viable presence in the community.
  10. Must possess a valid driver’s license and maintain insurance requirements to operate General Services Administration vehicles.
  11. Must submit to and pass a reference and criminal background check.
  12. Must submit to and pass a pre-employment drug and alcohol screening.
  13. Must submit proof of COVID-19 vaccination.

Preferred Qualifications

  1. Bachelor’s or Master’s degree in Business, Nursing, Public Health, Fire and Emergency Services Administration, Management – Emergency Management, or related field
  2. Experience with emergency notification systems.
  3. Experience with emergency response planning.
