Starting Pay: $30.9200 Hourly ($64,314)
After 1st Year: $32.0200 Hourly ($66,602)
After 2nd Year: $33.1500 Hourly ($68,952)
After 3rd Year: $34.1445 Hourly ($71,201)
After 4th Year: $36.0615 Hourly ($75,008)
After 5th Year: $37.3806 Hourly ($77,752)

MINIMUM QUALIFICATIONS:

Masters degree from an accredited institution in an appropriate mental health/behavioral health discipline -AND- Two (2) years professional experience that includes providing direct mental health services and supervising treatment programs and staff.

SPECIAL REQUIREMENTS:

Registered with the State of Michigan as a Certified Social Worker, Licensed Psychologist, or Licensed Professional Counselor

May be required to work after hours, weekends and holidays, or be on call as scheduled/required.

GENERAL STATEMENT OF DUTIES: Under the direct supervision of the Juvenile Justice Center Director, serves as the Manager responsible for developing, implementing, coordinating, supervising, and evaluating all aspects of the clinical and treatment services provided at the Juvenile Justice Center. The Clinical Services Manager has direct supervisory responsibility for all personnel and the supervisor level employees. The Clinical Services Manager provides emergency crisis intervention, as well as on going counseling and therapy in accordance with individual service or treatment plans. The clinical Services Manager provides in-service training and consultation for the staff as needed or assigned. This position conducts mental health evaluations and/or assessments and coordinates any needed mental health services. The Clinical Services Manager serves as a liaison with local mental health agencies and coordinates and oversees the provision of mental health/counseling services for residents by outside providers. The Clinical Services Manager may be required to work weekends and holidays, or be on call as scheduled. All duties are carried out in accordance with the Courts statutory purpose as well as all Court, County, and Juvenile Justice Center Policies and Procedures.

STATEMENT OF TASKS:
Develops, implements, supervises, and monitors all clinical and treatment services provided in the residential treatment, secure detention, or assessment programs;
Conducts crisis intervention and individual, group, or family therapy/counseling for residents as needed;
Conducts assessments/intervention in cases of suicidal or self-mutilating behaviors displayed by residents;
Serves as a liaison with contract psychiatrist or other contractual mental health providers;
Coordinates referrals and completes process for admitting residents to psychiatric hospitals;
Conducts psychological and mental health assessments for residents;
Provides on-call emergency assistance/and/or consultation for the staff;
Works flexible hours in the fulfillment of job duties which may include after hours, weekend, holiday coverage as well as on-call duty as required;
Develop and implement new programs/services that are researched-based and reflect best practices in the field;
Develop and implement a comprehensive, ongoing program/service evaluation process;
Provide direct supervision for subordinate personnel including supervisory level employees;
Ensures and monitors the timely completion of all treatment/service plans, progress reports, discharge summaries, and other reports required of employees;
Ensures the individual service and treatment plans are being correctly implemented;
Monitors and provides ongoing feedback for employees on their attendance and job performance as well as completing required evaluations for employees;
Plans, organizes and directs the center staff in connection with resident care, guidance and counseling, facilities management and center operations
Supervises subordinate staff;
Develops and recommends policies for the operation and administration of the center; Reviews and assist the Center Director in preparation of the annual budget for the facility;
Ensures that the facility is following required licensing operating rules;
Responds as the P.R.E.A. Coordinator and oversee agency compliance with P.R.E.A. standards;
Reviews reports and work assigned by department staff;
Assists in the staff selection process;

REQUIRED KNOWLEDGE, SKILLS AND ABILITIES:
Knowledge and application of cognitive-behavioral therapy theory, Family therapies, child development and its application in treatment;
Mental health issues and intervention in secure detention and residential treatment programs;
Knowledge of substance abuse and addiction issues;
Knowledge of best practices in the field of juvenile justice;
Knowledge of institutional management practices;
Knowledge of the juvenile Codes, Supreme Court rules, and other statues, ordinances and case law pertaining to juveniles;
Knowledge of budgetary processes and analysis;
Knowledge of purchasing practices;
Ability to carry out complex written and oral instruction and exercise mature judgement and initiative in analyzing problems and recommending solutions;
Ability to train, schedule, direct and supervisor work of subordinate staff and to coordinate assignments;
Ability to use a computer and associated software;
Ability to attend work regularly and work under stressful conditions;
Strong oral and written skills, strong interpersonal and public relation skills.
Confers with the public on matters concerning the center, which may include speaking to organizations, families, and participating in conferences;
Prepares and maintains required reports and records;
Responds to emergency and crisis situations identified by staff as requiring higher-level involvement;
Completes special projects and assignments as required;
Acts in place of the Center Director when not available.
