Description

BASIC FUNCTION:

Work with county, municipal, and state government officials to coordinate Roanoke Connect initiatives. Develop and manage grant lifecycle (creation through award) as well as other funding opportunities, and participate in strategic planning, budgets, and cost estimates. Will coordinate and be the conduit of information/communication for these entities and Roanoke Connect, providing continuous updates, processes and progress for their related communities.

Provide analysis, post award services, and oversight to ensure compliance with OMB Uniform Guidance and grant specific requirements; serve as a resource for staff of grant funded programs for fiscal and programmatic compliance matters.

 

ESSENTIAL DUTIES/RESPONSIBILITIES:

Administrative and Support [40% of time]

  1. Prepare and deliver presentations. facilitate group meetings/discussions with regional and local government leaders regarding Roanoke Connects planning and implementation process, and report on progress in attaining secure, sustainable, and scalable broadband service for the entire community that includes all citizens, businesses, government facilities and community organizations.
  2. Research, evaluate, and prepare presentations for regional and local government leaders related to federal, state, local and private grants, including but limited to allocation of funding focused on deployment of broadband infrastructure and digital adoption and equity programs.
  3. Submit reports on behalf of Roanoke Connect based on broadband / telecommunication regulatory requirements and implement policies and practices to address regulatory requirements imposed at the Federal, State and Local levels;
  4. Build relationships and coordinate with the development community, local businesses, government partners and regional/local governments.

Grant Compliance [40% of time]

  1. Prepare and review information and reports for internal and external stakeholders and develop procedures and systems in accordance with government regulations and organizational needs and objectives.
  2. Assist in arranging external monitoring visits, reviews, audits, and cross-site evaluations and participate as required by awarded grants.
  3. Establish and maintain electronic and hard copy files for each grant-funded project to be used for tracking and reporting purposes.
  4. Conduct routine compliance reviews of grant programs.

Monitor Awards [20% of time]

  1. Ensure monitoring procedures are compliant with all grant awards and monitor compliance with federal regulations and the requirements of the grant award agreements through site visits, audits, and other mechanisms applicable to monitoring. Recommend actions necessary to resolve issues/concerns.
  2. Provide guidance in interpreting and executing applicable regulations and award terms and conditions.
 
Position Requirements

EDUCATION AND EXPERIENCE:

Bachelor’s degree or equivalent experience. Applicable experience in government relationships and Minimum 5 years progressive experience in state and federal grant management and grant award monitoring.

 

 

KNOWLEDGE, SKILLS AND ABILITIES:

  1. Knowledge of the structure and content of the English language including the meaning and spelling of words, rules of composition, and grammar.
  2. Knowledge of administrative and office procedures and systems such as word processing, managing files and records, stenography and transcription, designing forms, and workplace terminology.
  3. Knowledge of business and management principles involved in strategic planning, resource allocation, human resources modeling, leadership technique, production methods, and coordination of people and resources.
  4. Understanding written sentences and paragraphs in work-related documents.
  5. Talking to others to convey information effectively.
  6. Communicating effectively in writing as appropriate for the needs of the audience.
  7. Considering the relative costs and benefits of potential actions to choose the most appropriate one.
  8. The ability to speak clearly so others can understand you.
  9. The ability to read and understand information and ideas presented in writing.
  10. The ability to apply general rules to specific problems to produce answers that make sense.
