DESCRIPTION
CAFB seeks aGovernment Contracts/Grants Manager to provide organization-wide services in government-funded grants administration and financial management. The Grants Manager services grants from the U.S. government as well as grants from other local governmental entities, such as local counties and cities. The Grants Manager is directly responsible for the administration of all aspects of grant awards, including review of proposals and preparation of budgets, set-up in central finance systems, preparation and submission of all invoices and financial reports to donor agencies, and maintenance of master agreement files. S/he works closely with project managers to ensure that the terms and conditions of agreements are met and properly documented. The Grants Manager possesses knowledge of U.S. government grants rules and regulations and works with CAFB staff to support the successful administration of government-funded and other complex grants.
POSITION REQUIREMENTS
MINIMUM QUALIFICATIONS
5+ years of government contracting experience in program management and/or contracts management; or equivalent combination of education and experience sufficient to successfully perform the essential duties of the job as listed above.
In-depth knowledge of federal contracting process is required, with preference for TEFAP, CSFP, SFSP, ESFP, CDC, FDA, USDA and TANF contracts.
Strong attention to detail.

Excellent verbal and written communication skills and exceptional attention to detail
Strong project management skills
Thorough understanding of grant funding policies and procedures
Ability to be discreet with personal information that may be needed for some grants/contracts such as employee salaries and upcoming projects
High-level proficiency in use of standard information technologies including MS Office software, NetSuite or similar ERP system.
Essential Functions:
Development 25%
Develop, implement, and refine processes and procedures for contract and grant administration in compliance with strategic objectives of regional teams, political and policy considerations, funder requirements and organizational policies
Draft, review and edit proposals with corresponding budgets for contracts, MOUs, and grants for programmatic and partner work
Develop tracking document to ensure alignment across teams, highlight cost coverage and gaps, and ensure timely execution of the contract/grant
Serve as point of contact for governmental funding agencies
Implementation 40%
Facilitate effective implementation of contract and grant responsibilities within program objectives and requirements
Working with regional directors, develop written communications to food assistance partner organizations in reference to funding mechanisms that provide access to heathy food.
Track spending and activities against grant/contract to ensure requirements are met within designated timeframe
Monitor and execute grant or contract close out, extension, or renewal as necessary
Reporting 35%
Prepare and distribute contract summaries/briefs to internal and external stakeholders on a timely basis
Track and report on spending and contract/grant activities
Draft all internal and external reporting required by governmental contracts and grants

Work Environment:
Normal business office, with frequent tight deadlines
Regular work hours are Monday through Friday from 8:30am to 5:00pm; with weekends or extended hours for special events
PHYSICAL REQUIREMENTS:
Prolonged periods of sitting at a desk and working on a computer. Must be able to lift up to 15 pounds at a time.
