Manager, Human Resources 

Description

The Human Resource Manager will lead and direct the functions of the Human Resources department including hiring staff, overseeing instructor certifications and all employment contracts. Provide counsel and enforcement of district policies and practices. Oversee all aspects of the HR information system (iVisions).

Essential Functions

  1. Customarily and regularly manage direct reports to maximize productivity, efficiency, and the potential of the human assets of TTC, including: directing job assignments, monitoring staff performance, coaching, counseling, training, assuring compliance with regulatory requirements and organizational mission, values, policies and work rules. Appraise performance and provide recommendations for staff compensation, promotion and termination actions, and hiring as appropriate.
  2. Continuously develops and implements strategic and tactical Human Resources process enhancements that will drive for desired organizational results.
  3. Oversee the hiring process; monitor, review and recommend appropriate staffing levels within the District to assure optimum staffing levels for current and projected requirements.
  4. Monitor organizational charts, position lists, position descriptions and related documentation to ensure accuracy and support strategic staffing activities.
  5. Maintain the District’s Policy manual to ensure the most recent Policy Manual is posted on the District’s website; interpret and apply Human Resources policies and procedures.
  6. Monitor, review and communicate educational requirements for certified staff, maintain and monitor records of certified staff licensure and certification, administer bargaining personnel educational salary advancement process, and maintain files documenting progress of participants.
  7. Manage employment contract and compensation statements process to include issuing contracts and statements annually to full-time employees and as needed to newly hired staff.
  8. Serve as counsel and advisor to the Chief Human Capital Officer on personnel policy and human resource practices. Make recommendations for improvement and alignment of HR practices with organizational strategy and objectives.
  9. Attends meetings as needed to assure alignment of functional area with the organization’s objectives and support various organizational initiatives.
 
Position Requirements

This position requires a minimum of seven years’ experience working as an HR Coordinator or related position within HR with a generalist background.

  • Broad knowledge of legal and regulatory issues relating to the HR function.
  • Knowledge of Human Resource practices as related to an educational institution is preferred.
  • SPHR/PHR or SHRM-SCP/SHRM-CP would be beneficial to an incumbent.
  • Bilingual is a plus.

Salary Schedule SPMS  
Hiring Range Dependent on experience and education, plus additional $7,200 annual compensation for salary-in-lieu of dependent benefit coverage.
