Salary: $158,910.54*/annually

Position Summary:

Under general direction, provides legal advice and representation to all officials, agencies, departments, divisions and branches of the Tohono O’odham Nation (Nation). Represents the Nation in all legal proceedings, and in other matters that affect the legal interests of the Nation. Is a senior level attorney handling work load independently.

The major work activities are generally undefined except in terms of achieving overall organization/department goals. Specific policies, procedures and guidelines are virtually nonexistent except for executive directives and accepted professional standards.

Essential Duties and Responsibilities:

  • Prepares and reviews contracts, agreements, leases, rights of way and similar documents in order to promote legal interests of the Nation.
  • Drafts and presents resolutions and ordinances to the Legislative Council.
  • Provides legal advice and services on legal rights, obligations and privileges of the Nation.
  • Reviews federal legislation, federal regulations, constitutions, statutes, decisions and ordinances of judicial bodies.
  • Examines legal data and conducts research on assigned legal matters; drafts legal memorandums summarizing results and legal conclusions.
  • Represents the Nation in court hearings; represents departmental directors and supervisors in personnel grievance hearings.
  • Negotiates contracts, purchases and other agreements promoting the best legal and financial interests of the Nation.
  • Maintains professional and technical knowledge by conducting research; reviews case histories and rulings; attends workshops, conferences and seminars; establishes networks; confers with representatives of contracting agencies and related organizations.
  • Maintains documentation and confidentiality of all privileged information.
  • Contributes to a team effort.
  • Performs other job related duties as assigned.

Knowledge, Skills, and Abilities:

  • Knowledge of the Tohono O’odham culture, customs, and traditions.
  • Knowledge of the economic, educational, and health and social problems of Native Americans.
  • Knowledge of applicable tribal, federal, state, and county laws, regulations, and requirements.
  • Skill in operating various word-processing, spreadsheets, and database software programs.
  • Skill in gathering, analyzing, and organizing information.
  • Skill in preparing, reviewing, analyzing and interpreting complex legal documents and publications.
  • Skill in working effectively under pressure.
  • Skill in providing superior customer service for both internal and external customers
  • Ability to exercise independent judgment and negotiate legal actions.
  • Ability to interpret applicable tribal, federal, state, and county laws, regulations, and requirements.
  • Ability to communicate efficiently and effectively both verbally and in writing.
  • Ability to establish and maintain effective working relationships with other employees, and the general public.
  • Ability to maintain confidentiality.
  • Ability to work independently and meet strict time lines.
  • Ability to work extended hours and various work schedules.
  • Ability to travel within the interior/exterior boundaries of the Tohono O’odham Nation.
 
Position Requirements

Minimum Qualifications:

  • Juris Doctor and eight years progressively responsible experience in the legal profession.

Licenses, Certifications, Special Requirements:

  • Licensed to practice law in ANY state. If not licensed to practice law in the State of Arizona, one must become licensed in Arizona within 18 months of hire.
  • Upon recommendation for hire a criminal background check is required to determine suitability for hire, including a 39-month Motor Vehicle Record.
  • Based on the department’s needs, incumbents may be required to demonstrate fluency in both the Tohono O’odham Language and English as a condition of employment.

Physical Demands:

While performing the duties of this job, the employee is regularly required to talk or hear. The employee is frequently required to sit; walk; use hands to finger, handle, or feel; reach with hands and arms. The employee must occasionally lift and/or move up to 20 pounds.

About the Organization The Tohono O'odham Nation is a federally-recognized tribe that includes approximately 28,000 members occupying tribal lands in Southwestern Arizona. The Nation is the second largest reservations in Arizona in both population and geographical size, with a land base of 2.8 million acres and 4,460 square miles, approximately the size of the State of Connecticut. Its four non-contiguous segments total more than 2.8 million acres at an elevation of 2,674 feet.
