We are seeking a Senior C4I Manager to join our team in Washington, DC. The ideal candidate will be responsible for planning, coordinating, and implementing C4I strategy across programs including:

  • Focus on developing C4I plans and requirements in the pre-acquisition phase (prior to Milestone B), and for recurring Tech-Refresh for established ship building programs in execution.
  • Primary interface of PMS325 with PEO C4ISR (PMW 760 and other PMW’s) and Military Sealift Command (MSC)
  • Provide recommendations at the portfolio level for C4I that include impact of cost, schedule, and performance to PMS325 programs
  • Understand, interpret, and advise PMS325 senior leadership on strategic C4I issues affecting PMS325 programs
  • Engagement with PMS325 PAPM/APMs on C4ISR issues affecting their respective programs
  • Interface with MSC to understand C4I strategy and requirements.
  • Participate in C4ISR portions of Capabilities Development Document (CDD) development for future programs and requirements updates to CDD for existing programs.
  • Coordinate and broker solutions for applicable PMS325 programs
  • Prepare and provide input to Plan of Action and Milestone (POA&M)
  • Analyze, evaluate, and provide recommendations for the planning, development, monitoring and execution of procurement and contractual documentation documents.
  • Perform other program management and acquisition tasks as assigned.
  • Support meeting on-site (travel) as required by the program office.
 
Position Requirements

Required Education, Skills and Experience:

  • Bachelor’s Degree, engineering discipline preferred.
  • US Navy C4I background auxiliary ships (preferred) or combatants.
  • 10 years or more experience in US Navy or Coast Guard ship acquisition (DoD 5000.02 or equivalent) including Acquisition program documentation from Acquisition Category (ACAT) I through Non-ACAT programs.
  • High proficiency with MS Project.
  • Strong organization and time management skills.
  • Good interpersonal skills to work with project teams and stakeholders.
  • Good written and verbal (English) communication skills.
  • US Citizenship is a prerequisite.
  • Must be able to obtain a DoD Secret clearance.

Preferred Education, Skills and Experience:

  • Project Management Professional or DAU Program Manager Certification preferred.
  • Current clearance is preferred.
