Position Description:
The Center for Policing Equity (CPE) is looking for a skilled, Community Engagement Manager. The Community Engagement Manager will be responsible for building and maintaining relationships with key stakeholders and facilitating dialogue that informs and advances the mission of CPE. Specific examples include, but are not limited to: leadership development within communities, public education campaigns, community empowerment and community focus groups, and targeted community-centered task forces advancing public safety.

The Community Engagement Manager must be an effective leader with the ability to supervise and collaborate on any internal and external Community Engagement team needs. This role also requires the ability to build strong relationships and work with a diverse group of individuals across teams within CPE and externally (e.g., with community, government, and law enforcement). The Community Engagement Manager will provide direct supervision to a small team of employees.

This position will report to the Senior Director of CompStat for Justice (C4J). C4J is a new initiative aimed at providing statistical analyses and strategic guidance to law enforcement agencies (LEAs) in support of their efforts to reduce racial disparities in policing outcomes. This position will be responsible for the development and coordination of all community engagement activities in C4J site cities.

 

Key Responsibilities:

  • Develop relationships with all relevant stakeholders; community organizations and networks – particularly with community members and people of color - who have been impacted by policing and incarceration, including building relationships with the leaders / members of the law enforcement agency.

  • Elicit cooperation, understanding, and reconciliation amongst parties that historically struggle to actively and efficiently collaborate with one another (e.g., community, police officers, political actors)

  • Coordinate community focus groups and interviews to gather community perspectives on local issues, and assist in the analysis of these data.

  • Translate research findings into recommendations, strategy, and change management practices for communities to employ

  • Provide leadership in developing bespoke Community Engagement initiatives and campaigns, collaborating with community stakeholders and partner organizations in designing projects and programs that address varying and intersectional community needs

  • Ensure high-quality client service by directing daily progress of fieldwork, informing Senior Director of Community Engagement of engagement status, and managing team performance

  • Seek opportunities to enhance the effectiveness of deliverables and services

  • Act as a subject matter resource in regards to racial equity, policing, and community engagement

  • Coordinate internal resources to ensure effective service with communities and key stakeholders and to ensure needs are met

  • Triage special requests made for CE services that fall outside of traditional program service deliverables

  • Provide oversight, direction, leadership and support to C4J Community Engagement team members as assigned.

 

Qualifications (required):

  • Bachelor's degree required

  • 5+ years of experience in government, community relations, community organizing, or related field; experience with project planning and community programming preferred

  • Excellent interpersonal and oral/written communication skills and demonstrated ability to collaborate with individuals from different backgrounds and disciplines

  • Strong time and project management skills and the ability to manage multiple projects simultaneously, monitor progress towards goals, and track campaign metrics

  • Knowledge of complex public service systems and of issues of structural racism and racial discrimination in the US

  • Demonstrated legitimacy with vulnerable communities

  • Demonstrated personnel management experience

    • Proficient in performance management

      • Provide regular, constructive, actionable feedback to junior team members

      • Monitor and track employee performance via weekly check-ins, quarterly check-ins, and biannual reviews

    • Proficient in mindful delegation and capacity to assign work while clearly articulating deliverable expectations

    • Provide professional development guidance and mentorship to unlock talents and potential of direct reports

    • Demonstrate an appreciation for the management function and participate in management development in an ongoing way

  • Experience with managing organization-wide strategies and change management plans

  • Experience managing diverse teams and complex projects through soft influence techniques

  • Ability to use critical thinking to navigate and analytically solve complex problems

  • Ability to work independently and elicit trust in judgment (can make trusted recommendations) from the Senior Director

  • Passionate about social justice issues
