Description

We are seeking a visionary and entrepreneurial leader with strong Department of Defense (DoD) technical content expertise for the position of Program Manager. This individual will partner with the defense Chemical Biological Radiological and Nuclear (CBRN) community in delivering innovative solutions to meet the needs of a leading research organization during a period of sustained growth.

Additional Responsibilities Include, but are not Limited To:

  • Serving as a Program Manager and a strategic thought partner to the federal program manager and other key stakeholders within the organization. The PMQ Manager will be a highly visible and sought-after leader.
  • In addition to providing senior leadership and management of awarded task orders, the Program Manager will develop and implement enterprise solutions that encourage innovation while mitigating risk and ensuring compliance with applicable regulations.
  • Contribute to large capture strategies, actively engage with clients, and market Sawdey capabilities externally. Foster appropriate identification and selection of business development opportunities and provide thought leadership to help shape future work.
  • Capable of program management with demonstrated experience managing finances (including calculation of Estimate to Complete, Estimate at Complete, projection of negative or positive financial variances).
  • Provide a broad range of support services to the DTRA in the areas of program management, financial management, policy support, systems analysis, acquisition support, project planning, budget analysis, PPBE, cost analysis, DTRA policies/procedures.
  • Manage cost, schedule, and technical performance to achieve SLAs or performance metrics defined in the contract.
  • Understanding of invoicing and accruals as it relates to Cost Plus Fix Fee and Time & Materials type contracts.
  • Complete and actionable understanding of Contract Data Requirements Lists (CRDLs) as they apply to the Department of Defense (DoD) contracts.
  • Assist with proposal development, if necessary.
  • Perform other duties, as assigned.
 
Position Requirements

Experience:

  • Requires strategic forward-thinker(s) with experience interfacing daily with senior DTRA and Interagency leaders.
  • The successful candidate must be technically savvy with a deep understanding of the CBRN threat and visionary leader with the necessary expertise to create and maintain forward-thinking and cost-effective applications for a diverse set of stakeholders in a rapidly growing and agile environment.
  • Minimum of three years managing staff.
  • The candidate will have a solid track record of employing innovative programs, services, and operations.
  • With an opportunity to create cutting-edge technology for future DoD success, the candidate must possess solid technical skills along with a strong collaborative nature. In addition, the candidate must have strong leadership, business, and financial acumen to meet the ongoing needs of this world-class organization.
  • Possess demonstrated knowledge of business metrics, e.g., Revenue, Pass-Through, UNA.
  • Experience performing supervisory functions such as time approvals for charging, expense reports, travel plans, employee performance coaching and feedback, salary administration, and staffing functions.
  • Significant experience with DTRA programs preferred.

Education:

  • Bachelor’s and ten (10) + years of related experience or master’s and eight (8) + years related experience, or Doctorate and six (6) + years; (experience in lieu of education considered).
  • Degree in relevant engineering or physics field with focus on Chemical Biological or Nuclear discipline with degree and experience of minimum of five (5) years demonstrated program management experience of similar size program.

Certificates, Licenses, Registrations:

  • PMP certification preferred.

Other Required Skills & Abilities:

  • Must be able to effectively communicate with customer and fulfill all duties and responsibilities as listed in the contract.
  • Must be proficient in Microsoft Office suite including, but not limited to: Word, PowerPoint, Excel, and Outlook.

Security Clearance:

  • Top Secret/SCI Eligible required.

US Citizenship: This position supports a U.S. Government Contract whose terms require Sawdey Solution Services to staff it only with U.S. Citizens.
