JOB PURPOSE:

The Deputy Director/Programs & Management (DD/PM) is responsible for the management of programmatic operations applicable to the primary mission of caring for children and advises the Director on all components. The DD/PM works in partnership with the Deputy Directors of Operations, Medical and Mental Health to collectively manage all aspects of the site. The DD/PM in particular partners closely with the Deputy Director of Operations to work with and cover each others portfolios. The DD/PM directly oversees the following sections and branches: Plans, Information Management, Case Management, Vendor Relations, Programs, and Education. In addition, the DD/PM serves as the primary liaison with federal partners from both the Office of Refugee Resettlement (ORR) as well as various federal detailees. The Deputy Director is responsible for performing the role of Director in a relief capacity.

ESSENTIAL JOB RESPONSIBILITIES:

  • Supervise various operational tasks to include intake, discharge, and the daily schedule for all UCs in general population, quarantine, and isolation
  • Serve as primary onsite liaison with Federal partners to ensure all contractual obligations are being met and federal requests are handled or elevated accordingly
  • Lead tours of campus in combination with the Federal PIO for all internal and external guests to include government officials, community partners, and all other visitors
  • In partnership with the Cultural Programs Manager, continually refine and grow holistic and specialized approaches to UC care via the use of music, horticulture, spiritual and artistic care
  • Oversee in partnership with Cultural Programs Manager all campus special events celebrating culturally-sensitive holidays, anniversaries, and campus milestones
  • Conduct and facilitate onsite operations meetings with all Endeavors department directors and sub-contractors
  • With the Information Management Chief, oversee the accurate distribution of all PCC operational data to appropriate internal and external stakeholders
  • In partnership with the Education Program Manager, ensure both quality and quantity of education offered to UCs and continually push forward by providing resources to set UCs up for success in their adopted countries
  • Plan and oversee administration of the weekly Townhall with UC representatives from across campus as well as the preparation, production, and distribution of a response video to all UCs
  • Assemble and disassemble task forces and strike teams as necessary to course correct or meet specific compliance requirements
  • Provide primarily operational and occasional programmatic support to case management department when
  • Cover the portfolio and staff management for the Deputy Director of Operations when necessary, to include the logistics, HR, staffing departments as well as liasing with Target Hospitality and Telos IT support on infrastructure issues
  • Be prepared to assume the role of Director as necessary
 
Position Requirements

ESSENTIAL QUALIFICATIONS:

EDUCATION:

  • Possession of a Master’s degree in Related Field or 15 years experience in operational leadership roles.

EXPERIENCE:

  • Minimum 1 year of experience working with child welfare standards, best practices, or quality assurance or compliance. STRONGLY PREFERRED
  • Recent work experience at an ORR Emergency Influx Shelter or Influx Care Facility

TRAVEL:

  • Valid driver’s license, access to a vehicle, insurance, and willingness to drive to off-site locations highly preferred. Able and willing to travel locally and nationally up to 25% of time.

LICENSES:

  • Driver’s License with clean record required.

OTHER:

  • Experience in developing and providing support, technical assistance, and content-related training to local subgrantees, service providers, and/or internal staff. Proven ability to be creative and very flexible in a fast-paced working environment. Strong organizational skills and ability to manage multiple projects and activities simultaneously. Experience in developing, executing, and evaluating new programs. Ability to evaluate data to identify trends and foresee programmatic implications.

ESSENTIAL KNOWLEDGE, SKILLS, and ABILITIES:

COMMUNICATION: Ability to communicate clearly and effectively via oral and written means. Excellent interpersonal skills, including good communication skills, listening skills, and attitude. Ability to establish effective relationships with colleagues and partners, local and national.

COMPOSURE: Outstanding organizational skills and ability to manage multiple projects simultaneously with

attention to details. Ability to remain calm and maintain self-control in the midst of difficult circumstances and emergencies. Ability to respond in a professional manner in all situations.

COMPUTER: Intermediate proficiency in Microsoft Office products and Google tools.

DECISION MAKING: Ability to think analytically and evaluate the impact of case management recommendations. Ability to set work priorities and evaluate and create solutions to work-related problems.

TECHNICAL: Ability to develop and comprehend numerical and statistical data analysis. Expertise in process mapping.

 

TRAINING REQUIREMENTS:

Orientation: 72 hours

On the Job: Three weeks

 

MACHINES, TOOLS, EQUIPMENT, WORK AIDS:

Multi-line telephone, computer, ten key calculators, printers, copiers, faxes.

 

PHYSICAL REQUIREMENTS:

Constant – Ability to communicate with staff, outside agencies and others over the telephone and in person.

Ability to input data into computer, make calculations, complete paperwork, and produce reports.

Ability to read, review and proofread documents to determine accuracy

Frequent – Ability to move to different offices and buildings.

Occasional – Ability to lift, stack, load and move up to 25 pounds from varied heights. Ability to drive safely and recognize hazards.

 

WORKING CONDITIONS:

Indoors: 85% - Office and residential environment; generally normal noise level

Outdoors: 15% - All-weather conditions and variable temperatures.

WORK LOCATION: Onsite at the Pecos Children Center (PCC) in Pecos, Texas

 

RELATION TO OTHER JOBS:

REPORTS TO: PCC Director
