Description

We are seeking a Mid-Level Acquisition Analyst to support the IRS Acquisition office.

Additional Responsibilities Include, but are not Limited To:

  • Acquisition Planning, Tracking and Reporting.
  • Assist in monitoring the timely completion of acquisition packages, entering acquisition data (e.g., description of the acquisition, milestones and status) into SharePoint of projected acquisitions, facilitating and participating in weekly reviews (twice a week), and providing advice and guidance about tools and methods to facilitate accurate and timely acquisition tracking and reporting.
  • Acquisition Process Analysis and Improvement.
  • Provide advice and recommendations on changes to existing acquisition policies and procedures to meet federal and Treasury regulations and to ensure efficient and effective acquisition activities.
  • Acquisition Package Development.
  • Assist Program Offices (e.g., CORs, acquisition project managers (APMs), program/project managers (PMs) and technical points of contact (TPOCs)) in the development and preparation of all documentation needed for a complete acquisition package to be submitted to Procurement.
  • Requirements Development.
  • Assist in development and preparation of pre-award Performance Work Statements (PWSs) Statements of Work (SOWs), Statements of Objective (SOO) and other requirements documents.
  • Market Research and Market Surveys.
  • Assist in conducting market research to identify potential sources and contract vehicles.
  • Estimating and Pricing.
  • Preparing Independent Government Cost Estimates (IGCEs).
  • Acquisition Plans.
  • Assist in development and preparation of acquisition plans, including approaches, options, strategies, risks, contracting methods, competition, sources, cost, milestone schedule, etc.
  • Other than Full and Open Competition.
  • Provide advice and assistance in developing justifications to support other than full and open competition, including approaches, options, strategies, risks, contracting methods, impact on small business, etc.
  • Technical Evaluation Plans and Source Selection.
  • Assist in the development and preparation of evaluation criteria, technical evaluation plans and source selection plans.
  • Determinations and Findings (D&Fs).
  • Assist in the development and preparation of technical narrative supporting the CO’s D&F’s for actions such as single awards vs multiple awards, contract scope increases, performance periods greater than five (5) years, etc.
  • Assist with proposal development, if necessary.
  • Perform other duties, as assigned.
