SUMMARY:

Under direct supervision, performs clerical, bookkeeping, and office support duties for an assigned work group; processes files and records, and updates computer database; provides information and assistance to customers.

SUMMARY:

Under general supervision, the Public Engagement Specialist works to facilitate meaningful, ongoing, two-way communication between citizens, stakeholders, and the County. This position is responsible for leading and advising on County public participation and engagement initiatives by working with departments to plan, design, deliver and evaluate public participation strategies and report on outcomes. This position plays a central role in designing, delivering and analyzing participatory processes resulting in improved decision making.

PRIMARY DUTIES AND RESPONSIBILITIES:

The job description is subject to change at any time by the employer. Essential duties and responsibilities may include, but are not limited to, the following:

 

  • Works with departments to assists with the creation of public engagement plans for a variety of projects.
  • Plan objectives and outcomes; identifies key stakeholders, scopes, budgets, and evaluates approach for public outreach projects.
  • Works with project teams to plan and implement project campaigns utilizing the County’s public engagement website platform.
  • Coordinates branding, image, and media strategies related to projects or programs through the use of marketing firms or graphic design companies to connect Department needs with solutions.
  • Develops and maintains a database of contacts related to citizen outreach, business outreach, and specific project outreach.
  • Analyzes the outcomes of public participation campaigns and reports findings to management. Assesses the effectiveness of public participation initiatives and implements continuous improvement initiatives in future engagement plans and processes.
  • Compiles data and prepares reports for public engagement projects and assists staff with interpreting results.
  • Understands the County’s public engagement website platform and serves as the County super-user to train and assist all departments in using the platform to the accomplish outreach goals.
  • Coordinates and executes informational and/or public meetings, focus groups, stakeholder meetings, committee meetings, and neighborhood meetings as they relate to public engagement plans for projects.
  • Assists departments with meetings and events as requested including the setup of the virtual platforms to host meetings in the hybrid fashion. Assists with live polling and feedback from participants during public meetings.
  • Assist departments with the development of project newsletters, surveys, and outreach communications.
  • Performs other related duties as assigned.
  • Supports the relationship between the Teton County staff and the general public by demonstrating courteous and cooperative behavior when interacting with visitors and County staff; maintains confidentiality of work-related issues and County information; performs other duties as required or assigned.

 

 
Position Requirements

MINIMUM QUALIFICATIONS:

Education and Experience:

  • Bachelor’s Degree in Journalism, Marketing, Communications, or closely related field; AND at least two years of experience in communications, marketing, or public relation; OR and equivalent combination of education, training, and experience.

 

Required Licenses and Certifications:

  • Must possess a valid Wyoming/Idaho Driver’s License and maintain an acceptable driving record.

 

Required Knowledge of:

  • Principles and practices of best practices in communications, public engagement, public relations, and stakeholder relations.
  • Principles and practices of problem identification and resolution.
  • Principles, practices, ad theories of media and public relations.
  • Local government and administrative processes.

 

Required Skills in:

  • Establishing and maintaining cooperative working relationships with coworkers and other individuals in contact during work; communicating clearly and concisely.
  • Strategic and systems thinking, advanced problem solving, and conflict management skills.
  • Advanced written, verbal, and visual communications with a focus on presenting complex information in plain language suitable for a variety of audiences.
  • Operating a variety of standard office equipment and a personal computer and utilizing standard software including word processing, spreadsheets, database, and a variety of specialized software.
  • Maintaining a professional demeanor and attitude in stressful situations.
  • Assessing, prioritizing, and completing multiple task and meeting multiple demands simultaneously.
  • Preparing clear and concise reports and other professional documents and correspondence.
  • Following established protocols and procedures.
  • Maintaining accurate records and logs.
  • Interacting tactfully and professionally with County staff, outside agencies, and the public.
  • Working efficiently both independently and as part of a team.
  • Maintaining composure in stressful situations.

 

Work Environment:

  • Work is performed in a standard office environment.

Employees in this position may receive up to $100 per month for demonstrated oral proficiency and up to $100 per month for demonstrated written proficiency, with a total stipend not to exceed $150 per month. Preferred language proficiency in Spanish.
