Valley Community Services Board serves as the single point of entry into publicly funded mental health, developmental, and substance use disorder services for these localities.

Description

VCSB is looking for a Homelessness & Special Needs Housing Supervisor! The Housing Supervisor will lead a team of passionate housing and oversee the Permanent Supportive Housing, Rapid Re-Housing, and other short-term programs designed to support individuals experiencing homelessness or housing insecurity.

Summary of Essential Functions

  • Maintains a positive, collaborative, and effective team culture through clear communication, supportive coaching, and appropriate accountability.
  • Identifies and reacts to emerging trends or needs in collaboration with the Community-Based Services Manager and Assistant Director of Behavioral Health for Community-Based Services.
  • Fosters productive working relationships with community organizations and treatment providers.
  • Monitors program resources and outcomes.
  • Coordinates with the Emergency Services team to provide crisis intervention or consultaiton as needed
 
Position Requirements

Minimum Qualifications

All applicants must meet the following in order to be considered qualified for the position.

  • Bachelor's degree in human services or a related field and two years of experience working with individuals experiencing homelessness, or
  • Master's degree in human services or a related field and two years of experience working with individuals experiencing homelessness, and
  • Valid Virginia driver's license with a points balance of at least 0 or obtain a valid Virginia driver's license within 90 days of hire.

Preferred Qualifications

The most competitive candidates have one or more of the following additional qualifications.

  • Previous experience working in mental health or substance use treatment.
  • Previous experience working with individuals with challenging behavioral problems or individuals who engage in threatening or hostile behavior.

Knowledge, Skills, and Abilities

  • Knowledge of:
    • Basic human needs and rights.
    • Community resources, services, and systems.
    •  
    • Psychotropic medications, human personality, growth, and development.
    • Confidentiality regulations such as HIPAA and 42 CFR.
    • Symptoms of serious mental illness (SMI), substance use disorder, and intellectual disabilities.
    • Basic counseling/therapy techniques.
    • Case management principles and services.
    • Documentation requirements for individualized service plans and similar formats.
    • Interagency services coordination.
    • HUD subsidized program.
    • Basic crisis intervention techniques.
    • Appropriate professional behavior.
  • Skills pertaining to:
    •  
    • Planning, evaluation, and implementation of consumer’s treatment needs.
    • Developing treatment plans.
    • The application of behavioral management principles.
    • Case management services for persons with SMI and/or dual diagnosis.
    • Casework documentation.
    • Facilitating the involvement of a client’s natural support systems when available.
    • Skills in facilitating/mediating and encouraging the participation of consumer’s natural support systems when available.
    • Team member development and leadership.
    • The development of Recovery Support Services consumers.
    • Effective oral and written communication.
    • Organization, prioritization, and time-management.
    • Identifying and documenting a client's need for resources, treatment, and other supports.
    • Crisis intervention.
    • Advocating for and empowering others.
  • Ability to:
    • Work effectively with clients experiencing mental health or substance use challenges.
    • Develop and implement interagency coordination for individuals with SMI.
    • Communicate clearly and professionally.
    • Work independently and recognize when additional help is necessary.
    • Demonstrate sound judgment.
    • Adhere to professional ethical standards.
    • Perform urine drug screen testing.
    • Collaborate with team members and other stakeholders.
