Position Requirements

Minimum Education and Experience Requirements:

  • Requires completion of course work equivalent to the academic requirements of a Bachelor's degree in parks and recreation administration, program management, business/public administration, or a related field.
  • Ten (10) years of experience in local government parks and recreation, including four (4) years of progressively responsible supervisory experience as a parks and recreation director, assistant parks and recreation director, or senior level manager within the field of parks and recreation; or an equivalent combination of education and experience sufficient to successfully perform the essential duties of the job such as those listed above may be considered.
  • Certified Park and Recreation Professional (CPRP) or Certified Park and Recreation Executive (CPRE) Certification is preferred. National Recreation and Park Association (NRPA) Accreditation and/or the completion of the NRPA Directors School is a plus.
  • Must be able to pass a criminal background.
  • Must be able to work evenings,, weekends and/or holidays as required.
  • No felony convictions, or crimes against children within the prior ten (10) years or while employed in the position.
  • Requires a valid state driver’s license with an acceptable driving history.

Description

General Description

This position requires complex supervisory, administrative, and professional work in overseeing, planning, organizing, directing, and supervising functions within the Parks and Recreation Department. Work involves significant community engagement and public involvement. Serving as a member of the Citys leadership team collaborates with other City departments on strategy and policy to ensure that the Citys core values are incorporated into operational activities.

Supervisory Relationship

This position reports through the chain of command to the City Manager directly through the Assistant City Manager/COO. As a director, this position is a member of the Citys leadership team.

Duties and Responsibilities

The functions listed below are those that represent the majority of the time spent working in this position. Management may assign additional functions related to the type of work of the position as necessary.

  • Follows and promotes policy and procedures of the City of South Fulton.
  • Informs and advises the City Manager through the chain of command on all department issues affecting the City; provides advice, support, and information to other department heads on proposed policy and procedure changes affecting department operations.
  • Manages assigned staff, including establishing workloads; prioritizing work assignments; evaluating employee performance; developing, interpreting, and enforcing policies and procedures; resolving staff issues, time entry of employees, making hiring or termination decisions/recommendations; and administering disciplinary action in accordance with City policy.
  • Directs departmental budget preparation, including monitoring expenditures, preparing budgetary forecasts, and administering approved budget.
  • Monitors revenue collections and research activities, initiates new revenue sources, fee schedules, grants, and approves and ensures fund accountability.
  • Plans, organizes, and administers the acquisition, disposition, maintenance, development, demolition, and management of department properties and facilities.
  • Organizes, plans, and directs the departmental annual work and capital improvement plan.
  • Oversees departmental communications, including preparing various reports and information for staff, affiliate organizations, volunteers, citizens, supervisors and elected officials.
  • Oversees the development and implementation of department programs and City events.
  • Oversees maintenance schedules for all department equipment and facilities to ensure the safety of the staff and the public and that essential repairs are reported and corrected.
  • Responds to and resolves citizens' complaints concerning park conditions and/or recreational programs and services.
  • Attends various meetings, makes presentations on department programs/services and represents the City at national, state, and local seminars and conferences.
  • Oversees the development of the master events calendar.
