TITLE: Surveillance Operator PAY RANGE: Starting wage $18.00 per hour

PROGRAM: Lower Elwha Gaming Commission REPORTS TO: TGA SUPERVISOR

SUPERVISION RECEIVED: Direct-TGA Supervisor, Indirect- Gaming Commission Director

SUPERVISION EXERCISED: None

FULL-TIME/PART-TIME: Full-time

WORK HOURS: As Assigned by Supervisor (Night Shift, Day Shift, Weekends, and Holidays)

BASIC FUNCTIONS OF WORK:

The Surveillance Operator monitors, detects, verifies, and reports gaming violations and other unwanted activity at the gaming facility in order to protect the Tribes assets, reputation, standards, and to ensure compliance with Federal and Tribal laws, rules, regulations, and provisions contained within the Tribal State Compact

The Operator must be knowledgeable of Federal Minimum Internal Control Standards (MICS), Tribal Internal Controls (TICS), and the Casinos System of Internal Controls Standards (SICS), and be able to enforce these regulations on Casino Property

The Operator must learn, monitor, document and report on violations of rules and procedures to all games played in the facility and must become knowledgeable in new games prior to implementation

The Operator must learn, monitor, document and report on accounting and internal control practices and procedures relevant to each employees individual function

The Operator must have experience or aptitude for routine installation, maintenance, and operation of electronic surveillance equipment

The Operator will observe monitors, operate cameras, complete activity logs, and utilize computers to document activity, write reports and complete routine paperwork

DESIREDQUALIFICATIONS:

  • High School Diploma or GED
  • Must be qualified and suitable to hold a Tribal gaming license under tribal, state and federal requirements
  • Must possess and maintain a valid Washington State Drivers License and be eligible to be placed on the Tribes vehicle insurance policy
  • Must possess the ability to write clear and concise investigative reports
  • Must have good mathematics and accounting skills for computing and verifying payouts
  • Must be able to work weekends, holidays, rotating shift schedules, and any shift assigned
  • Must be knowledgeable using Microsoft Office programs (Microsoft Word, Excel, and PowerPoint)
  • Must have ability to work with minimum direction and communicate quickly and effectively both orally and in writing.
  • Must have manual and hand dexterity for equipment operations

SPECIAL REQUIREMENTS:

  • Must adhere to STRICT CONFIDENTIALITY in reference to all Commission information in trust and confidence and shall not disclose confidential Commission information to any third party without the written consent of the Commission
  • Must sign Confidentiality and Code of Ethics Agreements
  • Must be willing to comply with the Personnel Policies and Procedures Manual of the Tribe
  • Commission employees must adhere to a healthy drug free lifestyle in compliance with policy
  • Commission employees are prohibited from participating as a player in any gaming activities conducted by the Lower Elwha Klallam Tribe
  • Must be able to sit for extended periods of time
  • Must be able to observe CCTV monitors for extended periods of time.
  • One year of gaming / surveillance experience preferred
  • Indian preference among equally qualified applicants will apply.

SPECIAL CONDITIONS OF EMPLOYMENT:

  • Agents cannot accept employment in any position with the Gaming Operation without specific, case-by-case, approval of the Gaming Commission
  • Employee shall disclose the names of all Gaming Operation or Commission employees who are a close relative (parent, child, sibling, grandparent, grandchild, and spouse) and any other person residing in the same household, including significant other
  • Pursuant to Commission policy, this position is subject to pre-employment, post-accident, and random drug testing.

  • Must be able to travel as required

REPRESENTATIVE EXAMPLES OF WORK:

Shall function as the eyes of the Gaming Commission and Casino Management

Shall provide accurate, detailed, and verifiable information to be used for decision making, documentation, and report writing

Must be able to assess situations where criminal or improper activities appear to be taking place and act to document the activity while notifying Security and Gaming Agents of their observations

Must coordinate and cooperate with Gaming Agents, Casino department managers and supervisors to assure property protection

Secures and protects gaming property by monitoring for and reporting criminal or improper activity

Safeguards patrons, staff and the facility by recognizing and reporting potential or existing safety hazards, internal and external threats

Completes accurate incident reports in a timely manner

Maintains digital files, surveillance equipment and evidence in an organized manner

Performs compliance audits on a random basis

Will coordinate with, and work in conjunction with, regulatory agents to safeguard the integrity of gaming operations.

Will maintain a chain of custody and secure evidence obtained in performance of duty

Will keep accurate records and maintain an efficient filing system of all information maintained

Adheres to the departments standard operating procedures

Operates and maintains CCTV system

Utilizes training and experience to train and inform other Commission staff

Will be cooperative, professional and courteous when dealing with casino operations management, the public, and representatives of regulatory bodies involved in Indian gaming

Maintains technical expertise through continuing education

Will attend meetings, training or other proceedings as designated by the TGA Supervisor or Director

May be required to testify before the Commission and/or a court of jurisdiction

May be required to assist with, or conduct, a special investigation by the Director

Will use good judgment based on the best interest of the Tribe and the Commission while on and off duty

Reports to the Director of the Gaming Commission regarding matters of policy and purpose

Performs all duties as assigned

TRAINING AND/OR EXPERIENCE THAT AFFECTS PAY RATES:

  • 12 months experience in Casino Operations, Casino Surveillance, or Casino Security
  • 24 months of combined training/education within the gaming industry, and law enforcement field.
  • Knowledge of Class II gaming regulations and rules as applicable per the Indian Gaming Regulatory Act (IGRA), National Indian Gaming Commission (NIGC), the Tribal-State Compact, the Lower Elwha Gaming Commission, and the Internal Controls of Casino Operations
  • Excellent knowledge in the operation and maintenance of analog and digital surveillance systems

Knowledgeable in Class II and Class III gaming rules and regulations as applicable per the Indian Gaming Regulatory Act (IGRA), National Indian Gaming Commission (NIGC), the Tribal – State Compact, the Lower Elwha Gaming Commission, and the Internal Controls (IC’s) of the gaming operation

Excellent knowledge in the operation and maintenance of analog and digital surveillance systems

Prior experience in casino operations, Casino Surveillance, Casino Security and Table Games Protection

As with all positions of the Lower Elwha Klallam Tribe this position is Indian preference in hiring, in accordance with P.L. 93-638.
