Benefits Coordinator & Tribal Patient Advocate

Work Location: Lower Elwha Health Department

Supervised By: Clinic Office Manager

Salary Level: $18.50 hr.

OVERVIEW: Many comprehensive studies have demonstrated having health insurance facilitates greater access to care and is associated with decrease morbidity and mortality rates, better health outcomes, and improved quality of living. With this in mind, the Benefits Coordinator & Tribal Patient Advocate supports Lower Elwha Health Department (LEHD) consumers obtain benefits for which they are eligible or entitled. This position also educates LEHD Consumers on the importance and impact of acquiring and maintaining insurance or entitlements. The Benefits Coordinator & Tribal Patient Advocate is also responsible for updating patient demographics, verifying current insurance coverage and coordinating and assisting LEHD consumers obtain insurance or other healthcare benefits. The Benefits Coordinator & Tribal Patient Advocate will also assist and coordinates continuity of health services received for tribal consumers.

This position requires fast-paced, detail oriented responses to patients, staff, and visitors. The person filling this position will provide quality and culturally informed customer service - be supportive of LEHD consumers and will ensure interactions support the overall mission of the LEHD. This position will have substantial interpersonal contact with patients, staff, and insurance companies and will act as support staff for reception staff and will have close interaction with the referral/patient care coordinator position(s).

ESSENTIAL FUNCTIONS OF THE JOB:

  • Familiarity with healthcare third-party payers.
  • Proficient user of the LEHD NextGen Electronic Medical Record (EMR/EHR) system.
  • Verify current insurance information, benefits, eligibility dates, validating Labor & Industry claims, and motor vehicle accident claims.
  • Assist in identifying patients who might be eligible or entitled to healthcare benefits or coverage and facilitate said patients obtain and maintain maximum health insurance/entitlement coverage that best serve their healthcare needs and provide access to specialty care services.
  • Maintain current knowledge of ongoing changes of benefit plans, eligibility, and coverage.
  • Prior to LEHD visits, identify patients with lapsed coverage and coordinate with front desk staff to engage with patient to facilitate application, re-application and medical records updates.
  • Collaborate with external agencies to explore additional patient healthcare funding resources.
  • Obtain and process documentation to enroll patients on the Washington Health Benefit Exchange.
  • As requested, assist patients in the completion of new patient packet forms.
  • Assist tribal patients with questions or concerns while navigating through Lower Elwha health systems, engaging in home visits as necessary, and coordinate medical travel requests.
  • Advocates on behalf of tribal patients to ensure their health needs are met.
  • Participates in customer service and patient relations initiatives related to Lower Elwha Health Services that impact tribal patients.
  • Coordinate monthly Medicare Part B reimbursement for tribal elders.
  • Serve as the scheduler for paratransit services for health department patients.
  • Must maintain confidentiality and confidential records for all patients.
  • Maintain HIPAA compliance.
  • Serve as back-up for reception staff as appropriate.
  • Coordinate medical transportation for PRC eligible members.
  • Coordinating Paratransit Billing
  • Serve as back-up for Paratransit Transportation for patient medical appointments
  • Other duties as assigned or needed.

REQUIRED QUALIFICATIONS:

  • Ability to maintain and respect strict confidentiality.
  • Able to provide quality and culturally informed customer service
  • Demonstrated skills deescalating agitated, angry or dissatisfied consumers.
  • Familiarity with healthcare third-party payers and healthcare reimbursement
  • Familiarity with tribal/IHS healthcare third-party reimbursement
  • Valid Washington state drivers license
  • Must be self-motivated and work with minimal supervision.
  • Demonstrated experience in a medical office setting.
  • Demonstrated experience in obtaining insurance benefits information, and use of online services for authorizations as needed.
  • Have a working knowledge of basic medical terminology.
  • Basic computer keyboard skills.
  • Experienced with electronic medical record systems.
  • Ability to work as a team member with other organizational personnel.
  • Must have the ability to comprehend and apply contract health service rules and regulations practices.
  • Within 30 days become a certified tribal assister and maintain certification.
  • Ability to operate computers, fax machines, telephones and photocopy machine.

PHYSICAL DEMANDS:

  • Requires prolonged sitting or standing.
  • Requires frequent bending, stooping and stretching.
  • May require lifting up to 25 lbs.
  • Requires eye-hand coordination and manual dexterity.
  • Requires use of office equipment such as computer terminals, digital camera, telephones, fax machines and photocopiers.

WORKING CONDITIONS:

  • Work is performed in medical office environment.
  • Involves interpersonal contact with staff and patients.
  • 40 hour work week; 8 a.m. to 4:30 p.m., partially flexible at supervisor's discretion.

CONDITION OF EMPLOYMENT:

This person must be of the conviction that alcoholism and other drug addiction are treatable illnesses and public health problems.

This person must sign an oath or permanent confidentiality covering all client-related information.
