Turning Point Community Programs is seeking a Program Director for our North Bay START Program in Solano County. Turning Point Community Programs (TPCP) provides integrated, cost-effective mental health services, employment and housing for adults, children and their families that promote recovery, independence and self-sufficiency. GENERAL PURPOSE

Under administrative direction of the Regional Director, manages the day-to-day operations of an assigned program within a specific geographic region.

DISTINGUISHING CHARACTERISTICS

This is an at-will leadership position within a program. This position is responsible for all aspects of program development, design, and implementation.  Additionally, this position is responsible for the day-to-day supervision of assigned staff who perform the established duties of the program.  This is an management position responsible for all phases of the management process within the assigned program. 

The class is distinguished from the Regional Director by the latter’s overall executive responsibility for multiple programs within a specified geographic region while the former focuses on a specific program.

ESSENTIAL DUTIES AND RESPONSIBILITIES – (ILLUSTRATIVE ONLY)

  • Program development, design and implementation to include planning, organizing, developing, coordinating, staffing, and budgeting.
  • Development and implementation of policies, procedures/operational models.
  • Plan, organize, direct, and evaluate the work of assigned staff.
  • Ensures certification of the START Model can occur.
  • Coordinates care with system partners.   
  • Provides in-service, training, education on START model and/or treatment needs to stakeholders/community partners as needed.
  • Facilitates and manages stakeholder meetings, to include stakeholder engagement.
  • Provides training in program procedures and policies; provides training to staff to increase staff knowledge and effectiveness in supporting the mission and goals of the program, in understanding local systems of care as well as other formal and informal resources.
  • Conducts public relations activities in coordination with administration.
  • Develops the Team’s commitment to the program through team building activities; regular staff meetings; and other proactive actions; establish means for staff input and create effective conflict resolution policies.
  • Provides prompt crisis intervention aimed at stopping the crisis and notifying, when indicated, persons and agencies necessary for the resolution of the crisis.
  • Ensures regular rotation of backup supervisory coverage to staff assigned to after-hours crisis response activities.
  • Attends all mandated meetings identified by funder; attends all team and agency staff meetings unless approval for non-attendance is secured by the RD.
  • Promotes the safety, health, and well-being of the staff; monitors safety status of facility; represents or assigns a representative to the safety committee.
  • Ensures that Program meets all expectations as put forth in the contract; monitors performance outcomes of TAY and families for use in further program development and refinement.
  • Facilitates staff meetings unless approval for non-attendance is secured from the Regional Director of Children’s Services; attends community and county meetings; lead provider meetings; off-site trainings; transports staff/clients as needed; travels between program and administration as required for meetings/trainings.

  • Direct the preparation of and/or prepare clear and comprehensive reports, correspondence and other written materials.
  • Establish and maintain effective working relationships with those contacted in the course of the work, including County officials and managers, employee representatives, representatives of other governmental agencies, community, business and other groups, employees and the public.
  • Get to multiple locations typically via car.

Schedule: Monday - Friday 8:30 am - 5:00 pm

Compensation:  $72,800 - 78,624 per year

 

 
Position Requirements

MINIMUM QUALIFICATIONS AND CERTIFICATIONS & LICENSES

Education, Training and Experience

A typical way of obtaining the knowledge, skills and abilities outlined above is through graduation from an accredited college or university with a master’s degree in Social Work, Psychology, or a related field and valid registration with the Board of Behavioral Sciences (BBS) ; four (4) years of varied experience as a provider of mental health services; minimum of one (1) year supervisory/ management experience.

Licenses; Certificates; Special Requirements:

  • California driver’s license & current vehicle insurance/registration
  • Reliable means of transportation capable of passing vehicle safety inspection if more than five years old excluding all modes of two-wheeled transport inclusive of bicycles, mopeds and motorcycles.
  • License eligibility/registration with BBS or CA Board of Psychology
