Purpose of Division:

The Procurement Division is responsible for the centralization of all procurement activities for the organization. Part of this process includes: planning, managing, and advising executive leadership of the Corporation; staffing and developing integrated acquisition strategies and processes to support NeighborWorks’ Program mission.


Position Summary:

The Senior Specialist, Procurement shall provide guidance to stakeholder teams, while also ensuring consistency across NeighborWorks America and the procurement department.  The senior specialist will be responsible for working with internal program offices to determine procurement process and compliance requirements.  This position reports to the Senior Vice President, Procurement.

Essential Responsibilities

  • Writes, reviews, analyzes, modifies and negotiates contractual documents to achieve acceptable quality levels
  • Provides guidance and expertise regarding vendor contracts by collaborating with internal teams (i.e., IT, legal, and the Resource Development Division) to ensure alignment on contract frameworks and standards
  • Provides and supports the implementation of business solutions by building relationships and partnerships with key stakeholders
  • Manages contracts with minimal direction to help meet the respective NeighborWorks America program objectives
  • Performs other relevant duties as assigned

Position Requirements

Required Minimum Qualifications

(a) Education: A Bachelor's Degree in business, engineering, economics or finance related field.
(b) Experience: A minimum of 4 years’ experience in federal government contract management or strongly related field.
(c) Licenses, Certifications: None.

(d) Competencies, Knowledge, Skills & Abilities:

  • Knowledge of local, state and federal procurement statutes; knowledge of General Services Administration (GSA) schedules, modifications, audit and compliance
  • Excellent organizational skills with ability to handle multiple concurrent projects
  • Experience managing internal stakeholder relationships, and demonstrated success working in teams
  • Understanding of strategic sourcing / RFP process
  • Commitment to accuracy, attention to detail, follow-up, customer service skills and an ability to work under high intensity situations
  • Excellent interpersonal communication and writing skills

(f) Technology: Proficient knowledge in Microsoft Office Suite. Familiarity with MS SharePoint and Project.

Preferred Qualifications
Familiarity with the Federal Acquisition Regulations. Experience working with financial software such as NetSuite and PeopleSoft. Interest in developing professionally to obtain CPCM/CFCM/CCCM certifications.

Working Conditions:
(a) Travel:
 Up to ten percent (10%).
(b) Physical/Sensory Demands: Fast paced working environment, extensive computer usage.   

Special Provisions
Occasional work outside of normal business hours, such as weekends and evenings is required.

Salary Range $68,600 - $74,000 DOE
