SUMMARY: Under basic supervision, administers grading and erosion control and small wastewater facility permit programs. Assigns and coordinates the work of lower level staff to assist with program activities. Represents the engineering department and Teton County on matters of water quality and environmental engineering.


PRIMARY DUTIES AND RESPONSIBILITIES:

The job description is subject to change at any time by the employer. Essential duties and responsibilities may include, but are not limited to, the following:
• Reviews Grading and Erosion Control (GEC) and Small Wastewater Facility (SWF) permit applications; evaluates conformance to regulations; provides comments to applicants and works cooperatively to realize permit program goals.
• Conducts inspections of ongoing and completed work for permitted and unpermitted construction and installations related to GEC and SWF programs and other permits.
• Provides information related to GEC and SWF programs and general land development questions to potential applicants; assists applicants and contractors to maintain compliance.
• Analyzes broad environmental engineering concerns for the County to include the sustainability of existing programs; evaluates new trends in land development and their impact on environmental quality.
• Coordinates with other County departments to ensure fairness to private property owners while protecting public values to include potential violation, permit decisions, enforcement actions, and responses to complaints.
• Establishes, refines, coordinates, and implements processes among County staff and outside agencies.
• Administers the permit program; assigns and coordinates application reviews and permit inspections with subordinate staff; trains assigned staff on regulations, compliance issues, and department standards.
• Supports the relationship between the Teton County staff and the general public by demonstrating courteous and cooperative behavior when interacting with visitors and County staff; maintains confidentiality of work-related issues and County information; performs other duties as required or assigned.

 
Position Requirements

MINIMUM QUALIFICATIONS:


Education and Experience:


• Bachelor’s degree in Engineering with emphasis in environmental and water quality or related field; AND four (4) years of design or construction consulting experience; OR an equivalent combination of education, training, and experience.
Required Licenses and Certifications:
• Possession of a Level I Wastewater Collection certification is preferred.
• Designation as a licensed Professional Engineer in the State of Wyoming is preferred.
• Must possess a valid Wyoming/Idaho Driver’s License and maintain an acceptable driving record.
Required Knowledge of:
• Applicable local, State, and Federal laws, codes, regulations, and ordinances.
• Engineering with emphasis in water and wastewater systems and environmental quality.
• Methods materials, tools, and equipment used in the design, permitting, and construction of water and wastewater systems, grading, erosion controls, and stormwater management.
• Work safety policies, procedures, equipment, and practices.
• Records maintenance and retention policies and procedures.
• Supervisory principles and practices.

Required Skills in:


• Communicating and coordinating design review and regulatory compliance.
• Reading and accurately interpreting engineering drawings and plans.
• Interacting tactfully and professionally with County staff, outside agencies, and the public.
• Preparing clear and concise reports.
• Providing effective supervision, leadership, and direction to assigned staff.
• Communicating effectively both verbally and in writing.
• Establishing and maintaining effective working relationships.

Physical Demands/Work Environment:


Work is performed in a standard office environment and at various sites throughout the County and requires exposure to potentially dangerous tools, equipment, and machinery, various outdoor weather conditions, hazardous chemicals and fumes, and infectious diseases. May be required to work in trenches and confined spaces.
