Position Summary: The Safe Homes Manager is primarily responsible for the oversight and management of the Safe Homes Strong Communities program and HRM’s Workforce Development program, ensuring that these programs are carried out in a unified way that is in line with the Agency’s mission, vision and values. This position sets the tone and direction for the program, ensuring compliance with funding regulations, ensuring participant confidentiality is strictly protected, and providing guidance on implementing trauma informed programming in a voluntary services environment. The Manager directly supervises the Lead Service Coordinator, Housing Specialist and Job Navigator positions. Safe Homes programming encompasses all four Maryland counties that HRM serves, and requires a high level understanding of the homeless services and housing environments in each jurisdiction. The Safe Homes Manager acts as a liaison for key internal and external partnerships needed to build long term safety and stability for participants experiencing intimate partner violence, and actively seeks to engage new partners to meet the unique needs of participant populations. The Manager educates the community locally, regionally and nationally on the Safe Homes program model and provides technical assistance on occasion. To remain grounded in the needs of persons experiencing IPV and homelessness, the Manager carries a small caseload.

Standard Schedule: Standard hours for this position are Monday- Friday, starting between 8:00am-10:00am and finishing between 4:00pm-6:00pm. This position provides on-call coverage for the 24-hour hotline staff on a rotating basis, which may include some evening and weekend work when on call. Managers are expected to flex their schedules as needed to attend to critical work activities (home inspections, meeting with participants with schedule conflicts, etc.). This position is based at the Argonne Drive campus in Baltimore City, with approximately 30% of the time spent in travel around Baltimore City, Baltimore County, Prince George’s County and Montgomery County.

 

Primary Responsibilities:

  • Directs, manages, and hires staff working in the Safe Homes and workforce development programs; oversees and coordinates work allocation, training, supervision and performance evaluation of the staff and ensures that all work related to timely, accurate, and effective delivery of services is completed.
  • Directly supervises the Lead Service Coordinator, Housing Specialist and Job Navigator positions, meeting weekly with direct reports for a one-on-one check in, or a team meeting, to provide feedback and direction.
  • Develops and implements program goals and objectives, staffing plans and staff development strategies, program standards, program policy, and written program procedures.
  • Manages daily operations of the Safe Homes and workforce development programs, including ensuring a steady work flow of referrals, placements, documentation of effort, and controlled spend down of grants.
  • Identifies and manages partnerships to support participant safety and stability, including clearly communicating responsibilities and deliverables, troubleshooting systems issues, and providing support.
  • Establishes and monitors best practice standards for programming, for example, supportively engaging participants, eligibility, home visiting, assessing material support needs, and maintaining survivor confidentiality.
  • Provides training to all staff working in the Safe Homes program on policy and procedure, Voluntary Services, Harm Reduction, ethics, crisis management, and intimate partner violence knowledge skills.
  • Guides and supports staff working with program participants to increase participant self-sufficiency skills, safety, education on domestic violence, and problem solving. Educates staff on how to engage participants in learning self-advocacy skills and advocate on behalf of participants when necessary to achieve participant goals.
  • Provides quality assurance monitoring of services to participants, including file review, attendance records, service plan review, and ETO data entry efforts of staff; ensuring staff have the skills to utilize the software’s capabilities and putting processes in place to ensure consistent, accurate, and quality entries.
  • Provides comprehensive coordination of services for a small caseload of approximately 3-4 participants referred from Victim Coordinated Entry. Determines eligibility for Safe Homes through a thorough assessment of safety and stability needs, and creates a comprehensive service plan with timeline for completion, coordinating with internal and external providers of services and personal supports, including landlords, and completing the paperwork and processes for housing inspection and placement. Works with participants for six to twelve months, and follow up with participants after closing of participant file.
  • Maintains paper and electronic participant files in keeping with program standards. Ensures that program participant documents related to the successful running of the program are accurate, available, and up to date. Monitors resource materials to ensure they are accurate and current.
  • Visits participants in home environments that have been determined to be safe.
  • Facilitates Victim Coordinated Entry Meetings, making final determinations on prioritization of placements, funding source eligibility, and expected termination date from the program.
  • Manages grants related to the program, ensuring that activities meet funder regulations and promised deliverables; implementing new programming in keeping with HRM’s mission, vision and values; monitoring grant spend down and targets; and completing grant reports and funding renewal applications.
  • Approves program expenditures as outlined in annual budget.
  • Works collaboratively with HRM program leaders to support shared objectives, problem solve conflicts and systems gaps, and enhance participant experience in accessing all services available.
  • Answers 24-hour hotline as emergency back up on the on-call rotation.

Experience/ Requirements:

  • Five years experience in positions with progressively more responsibility providing counseling, case management, or participant centered advocacy to traumatized individuals who have experienced violence and/or homelessness.  Bachelors degree or higher may substitute for two years of experience.
  • At least one year experience must be providing direct service to traumatized individuals who have experienced violence. 
  • Two years demonstrated ability to supervise paid or unpaid staff.
  • Demonstrated project management experience.
  • Proficiency in using software to track participant progress and data.
  • Excellent oral and written interpersonal skills with a strong ability to relate to a diverse range of individuals including victims, children, donors, business leaders, and human service providers.
  • Demonstrated ability to provide the leadership that enables staff to consistently meet goals.
  • Demonstrated ability to juggle multiple competing tasks and timelines.
  • Clean driving record, current state driver’s license, and reliable personal transportation.
  • Must pass Criminal Background Check.
  • Highly Preferred Skills
    • Oral and written fluency in more than one language (Spanish, French, Urdu, or Arabic highly preferred).
    • Certification in Housing Navigation or Job Coaching
    • Experience in direct service provision with the Latinx immigrant community.
    • Knowledge and understanding of intimate partner and/or sexual violence. 
    • Knowledge of local human services programs/ agencies and housing resources.
