Description

SAL Community Services is searching for a motivated and knowledgeable Human Resources Generalist to provide a high level of customer service to applicants, employees, and managers in all human resource processes under the Human Resources Director. This role supports the day-to-day functions of the human resources department by administering a high-quality recruitment and onboarding processes, assisting in payroll functions, data entry, reporting, benefits, administrative support to the Human Resources Director and department, and HRIS management. The Human Resources Generalist in partnership with the Human Resources Director compliance in all areas of employment law in accordance with federal and state regulations.

This position has no supervisory responsibilities. The hours are Monday - Friday, 8:00 am to 4:00 pm. 

Essential Functions

Recruitment, Selection, and Onboarding (50%)

  • Coordinate all recruitment and employment process to include posting positions and monitoring posting performance in applicant tracking system, onboarding processes of preparing and sending offer letters, completing reference checks, and ensuring accurate and timely completion of all required paperwork and entry into HRIS.
  • Prepare interview panels, materials and schedules, and ensuring all on panel are trained in interview policy and procedures.
  • Participate on interview panels as needed and complete reference checks.
  • Ensure the timely review and follow up on required background checks, other certifications as required by law, agency policy and Federal Performance Standards at time of hire.
  • Perform new hire orientations and miscellaneous trainings.
  • Prepare personnel files for new hires.
  • Collaborate with the Human Resources Director to create and enact a three-year recruitment plan to diversify recruitment efforts.

Contract Compliance (20%)

  • Ensure compliance with the Early Head Start Child Care Partnerships program per Head Start Performance Standards that pertain to Human Resources to include:
    • Personnel file maintenance
    • Personnel tracking of education, training hours, background checks, physical exam needs, etc.
    • Update EHS CCP database as needed for staff changes.
  • Aid in completing all necessary forms, reports, data, etc. for the EHS CCP program, at the request of the EHS CCP Program Director or as needed.

Employee Life Cycle (20%)

  • Be a trusted resource for employees to applicants, employees, and managers to address and resolve inquiries and problems related to the human resources function and HRIS.
  • Develop and maintain working relationships with employees to foster a positive environment.
  • Provide innovative ideas to foster employee engagement and retention.
  • Prepare, respond, and follow up on unemployment claims. Coordinates participation at hearings with managers, unemployment service and Hearing Officer. Attend all hearings.
  • Interpret and provide guidance and recommendations related to policies and procedures in the employee handbook.
  • Audit I-9 documentation and maintain compliance with federal statutes.
  • Assist with the maintenance and administration of the performance review process.
  • Maintain personnel files of terminated employees.
  • Ensure personnel files of EHS CCP employees and all-agency staff database, performing data entry and filing in a timely and accurate manner.
  • Continually work to streamline and/or automate processes within the human resources function.
  • Assist or prepare correspondence to applicants, employees, managers, executive leadership and/or the Board of Directors.
  • Work independently and/or in coordination with the Human Resources Director on special projects in a variety of human resource program areas such as learning and development, compensation, diversity, equity, and inclusion, etc.

Administrative, Reporting, and Data Entry (10%)

  • Complete all required reports and employment documents accurately and according to schedule.
  • Update all employment changes into HRIS such as pay changes, employment terminations, status changes, etc. and work with payroll coordinator as necessary.
  • Manage and maintain the HRIS to include data entry and compliance monitoring.
  • Office functions such as make photocopies, fax documents, process mail, and other clerical functions.
  • Attend meetings, trainings, etc. as needed or requested.

Qualifications

  • Four-year degree in human resources or business or PHR/SHRM certification. 
  • One or more years of experience in human resources. 
  • Proficient in Microsoft Suite, HR and payroll database management, and video calling technology. 
  • Possess effective communication skills, organizational skills, be detail oriented, and be adaptable to change.  
  • Must be able to present a COVID-19 vaccine record OR be willing to participate in the exemption request process as required by law.
  • Preferred: PHR/SHRM-CP certification.  Experience working in a non-profit environment for one or more years and/or three plus years of experience working in a human resources assistant or generalist capacity.
  • **A combination of experience and education may be substituted for the qualifications stated previously.

Physical DemandsRegularly required to remain in a stationary position, move or traverse, and use hands, fingers, and vision to operate computers. The employee must be able to lift 10 pounds. Corrected vision and hearing aids may be used to have capacity for normal range required for seeing/hearing, greeting visitors, answering phones, and interacting with others. This position works indoors.
