Non-Destructive Inspector (NDI) Evaluator and Tester

The Non-Destructive Inspector (NDI) Evaluator and Tester will evaluate, recommend, NDI parameters for implementation of changes to existing and new processes. All briefs, reports, documents, recommendations, evaluations, and activities prior to implementation shall go through the Government NDI Program Manager for approval.

Additional Responsibilities Include, but are not Limited To:

  • Recommend procedures and techniques used to locate and identify anomalies in manufactured, reworked, and in-service metallic and non-metallic aircraft and aircraft relate components.
  • Design and perform tests, analyze, apply NDI and evaluation technique fundamentals, and evaluate results of processes used throughout the USCG.
  • Arrive at technically accurate conclusions, provide recommendations, and report the findings.
  • Interpret, select, adapt, and apply guidelines, engineering principles and practices in the development of Nondestructive Testing/ Inspection/Evaluation (NDT/I/E) methods to use at the ALC and throughout the USCG aviation community.
  • Develop and implement NDI technical directives in the form of but not limited to:
  • TCTOs
  • MPCs
  • ALC specifications and instructions.
  • Coordinate with product line engineering, production management, and NDI personnel to continually improve testing methods, techniques, and facilities with an eye towards improving efficiency, accuracy, and completeness.
  • Assist the NDI Program Manager in the review of all NDI related technical documents and CG-22s for the USCG aviation fleet and ALC.
  • Review and recommend to the Government NDI Program Manager any industry standards and specifications (SAE, military specifications, etc.) that would be instrumental in maintaining the most complete and accurate NDI programs possible.
  • Support USCG surface fleet with NDI when required.
  • Support USCG airworthiness by ensuring manufacturing and quality processes result in airworthy aircraft components and structures.
  • Provide NDI technical expertise in a failure analysis, root cause failure analysis, and in support of mishap investigations.
  • Research cost estimates and written proposals for industrial engineering related efforts.
  • Serve as NDI Level II Inspector with assignments across all ALC divisions as required and be responsible for the acceptance and rejection of aircraft parts.
  • Travel to complete tasking as required.
  • Perform other NDI services as required.
  • Perform other duties, as assigned.
  • Assist with proposal development, if necessary.
Position Requirements


  • A physical eye examination annually IAW National Aerospace Standard (NAS)-410.
  • Four (4) years aviation NDI experience as a Level II Inspector IAW NAS-410.
  • This experience shall be as least four (4) years in any of the following four (4) of five (5) NDI methods: Liquid Penetrant Testing (LPT), Magnetic Particle Testing (MPT), Eddy current Testing (ET), Ultrasonic (UT), and Radiography (RT).
  • ET shall be one (1) of the four (4) methods.
  • Of the four (4) methods, the NDI Technician shall be certified by The American Society For Nondestructive Testing (ASNT) to a Level II or ASNT Central Certification Program (ACCP) Level II (General Category. This shall be accomplished every three (3) years to the date on which original certification was accomplished in all four (4) methods. A combination of the two (2) certifying methods is permissible.
  • NDI Level II work history documentation that demonstrate training and actual prior job performance IAW NAS-410 and American National Standard Institute (ANSI)-CP-105/106 Level II curriculum.
  • NDI work history documents that demonstrate the qualifications for a Level II IAW NAS-410.
  • NDI work history documents that demonstrate four (4) years of experience as an NDI Level II technician in the aviation industry.
  • As an alternate method of certification, a USCG Level III NDI Inspector may certify the NDI Technician.
  • The USCG will certify the NDI Technician within 120 days of the report date to ALC.
  • The contractor shall supply to the USCG the following documents for proof of training and qualification.
  • NDI Level II work history documentation that demonstrate training and actual prior job performance IAW NAS-410 and ANSI-CP-105/106 Level II curriculum.
  • NDI work history documents that demonstrate the qualifications for a Level II IAW NAS-410.
  • NDI work history documents that demonstrate four (4) years of experience as an NDI Level II technician in the aviation industry.
  • Should the USCG certify the NDI technician, the following applies.
  • Should the NDI technician leave ALC, the NDI technician and the Contractor will forfeit the Level II certification.
  • Two (2) years’ experience in the following:
    • Automatic Rotating fastener hole inspections in single and multilayered, multi alloyed material aircraft structures in the ET method.
    • L-wave and Shear wave Ultrasonic method. (If UT is one (1) of the four (4) methods.)
    • Digital and convention fill radiography (RT). (If RT is one (1) of the four (4) methods.)
  • Knowledgeable of aircraft structure, aircraft components, aircraft assemblies, and of aircraft metallic and non-metallic materials.
  • Knowledgeable in manufacturing processes of aircraft components.
  • Knowledgeable of flight critical issues that can impact product quality, airworthiness, and flight safety.
  • Understanding of the technical information and workflow issues encountered in the daily operation of a complex aviation depot.
  • Ability to arrive at technically accurate conclusions and provide recommendations and report the findings, Interpret, selects, adapts and applies, many, often conflicting guidelines, engineering principles and practices in the development of Nondestructive Testing/ Inspection/ Evaluation (NDT/I/E) methods to be used at ALC and throughout the USCG aviation community.
  • At times shipboard NDT methods may need to be available to the USCG surface side.
  • Ability to use standard power tools hand/stationary tools, including but not limited to drill motors and saws.
  • Shall be skilled in the use of standard and specialist tools of the NDI discipline.


  • Bachelor’s Degree preferred but not required.

Certificates, Licenses, Registrations:

  • Recognized national NDT certifications standards are:
  • NAS-410
  • MIL STD 271
  • SNT-TC-1A

Other Required Skills & Abilities:

  • Must be able to effectively communicate with customer and fulfill all duties and responsibilities as listed in the contract.
  • Must be proficient in Microsoft Office suite including, but not limited to: Word, PowerPoint, Excel, and Outlook.
