SUMMARY: Under general supervision, maintains the financial accounting system for an assigned County Department; performs a wide range of accounting, budgeting, technical review, analytical studies, and general ledger functions; assists with audits and financial reporting in compliance with state and federal regulations, County policies and procedures, and government accounting standards.

 

PRIMARY DUTIES AND RESPONSIBILITIES:

The job description is subject to change at any time by the employer. Essential duties and responsibilities may include, but are not limited to, the following:

 

  • Assists the Department Director by processing financial transactions and maintaining financial accounts; using knowledge of County policies and government accounting procedures, performs experienced accounting and technical support duties, reviews accounting information, processes transactions, reconciles discrepancies, and develops payroll and financial reports; duties may vary according to job assignment.
  • Manages department accounting systems and financial issues; monitors accounts, resolves problems, and develops complex accounting and transaction documents; reviews and compiles estimates, forecasts, revenue & expenditure reports, and other financial data in order to lead the development of annual and special budgets.
  • Monitors and analyzes fund activities and bank statements and resolves discrepancies; prepares timely monthly and special financial reports; prepares journal entries, and reconciles department accounts, capital assets, and grant funds; assures effective communication of financial and technical issues.
  • Assists County departments with financial reports, audits, and budget development and review procedures.
  • Prepare yearly budget narrative and develop Comprehensive Annual Financial Report in accordance with Government Finance Officers Association guidelines (GFOA)
  • Reviews accounting documents and technical records; checks documents for validity and accuracy of information; files paperwork and enters data into computer systems; reports variances to supervisor.
  • Maintains and reconciles general ledger, and reviews and corrects journal entries.
  • Monitors and analyzes revenue receipts, purchasing, billing, and accounts receivable.
  • Monitors contracts and budgets.
  • Assists County staff to resolve a variety of technical issues.
  • Resolves accounting issues with other County departments and outside government agencies.
  • Monitors and maintains internal accounting controls over all functions in all County Departments.
  • Monitors and maintains proper enforcements of County fiscal policies.
  • Serves as a liaison to external auditors with year-end audit schedules, work papers, and reconciliations and assists in auditor findings.
  • Completes and coordinates special projects, program assignments, and research functions.
  • Assists in the preparation of the annual Teton County Financial Statements for annual audit and final publication as a public document.
  • Supports the relationship between the Teton County staff and the general public by demonstrating courteous and cooperative behavior when interacting with visitors and County staff; maintains confidentiality of work-related issues and County information; performs other duties as required or assigned.
 
Position Requirements

MINIMUM QUALIFICATIONS:

 

Education and Experience:

  • Bachelor’s Degree in Accounting, Business or Public Administration, or related field; AND three years of government accounting, budgeting, and computer experience; OR equivalent combination of education, training, and experience.

 

Required Licenses and Certifications:

  • Must possess a valid Wyoming/Idaho Driver’s License and maintain an acceptable driving record.
  • Specific technical skills training and certifications may be required for some incumbents.

 

 

Required Knowledge of:

  • County policies and procedures.
  • Federal and state laws, regulations, and procedures governing public sector accounting.
  • Government/Financial Accounting Standards Boards (GASB/FASB), and Government Finance Officers Association (GFOA) standards, practices, policies, rules, and regulatory reporting requirements.
  • Generally Accepted Accounting Principles and Generally Accepted Auditing Principles for Public Sector financial management, including payroll, treasury, grant funds, and public debt management.
  • Business and personal computers, and financial spreadsheet software applications.
  • General ledger reconciliation standards.
  • Customer service principles, protocols, and standards.

 

Required Skills in:

  • Interpreting, explaining, and applying accounting standards and procedures, applicable Federal and state rules and regulations, and County policies and procedures.
  • Analyzing financial issues, evaluating alternatives, and developing recommendations.
  • Researching, analyzing, and interpreting financial data, documents, and reports.
  • Reviewing interrelated financial and technical records, and identifying and reconciling errors.
  • Preparing, reviewing, and monitoring accounting documents for accuracy and completeness.
  • Meeting deadlines and strict time frames for processing technical documents and reports.
  • Establishing and maintaining effective working relationships with other staff.
  • Communicating effectively verbally and in writing.

  • Work is performed in a standard office environment.
