Assistant Chief Financial Officer 

Description

Under the direct guidance and supervision of the Chief Financial Officer (CFO), candidate will manage, plan and direct all financial operations for the City which includes Payroll, Purchasing, Accounts Payable, Accounts Receivable, Accounting and Grants.

In the absence of the CFO, may temporarily assume full responsibility for duties of the CFO and/or coordinate with financial advisers providing financial management services for the City.

Manage and oversee all payroll and pension payroll functions along with the pension financial statements, required pension reporting and pension plan administration

Assist CFO with developing plans for the company's financial growth by evaluating and managing financial risk

Assists with investments, portfolio management, cash management, debt management, new financing, and revenue and expense projections

Coordinates technical and financial information and communications between the division, other departments, and external agencies regarding accounting, purchasing, accounts payable and grant policies and procedures.

Assists in writing and reviewing financial reports; prepares reports to take to the City Council and various other committees and boards.

Oversee and manage a variety of financial statements, reports and financial functions related to the annual City budget and annual audits; and performs related duties as assigned.

 
Position Requirements

A bachelor’s degree in Accounting or related field from an accredited college or university

5 years of experience preferred

Management and supervisory experience preferred

Comprehensive knowledge of the principles and practices of accounting and budgeting as applied to municipal government

Thorough knowledge of accounting terminology, methods, procedures, and equipment, principles and procedures of financial record keeping and reporting, and knowledge of audit practices

Excellent organizational and time management skills

Must be proficient with the Microsoft Office Suite or similar software

Must possess good oral/written communication skills and have the ability to communicate effectively with both internal and external customers.

Must possess the ability to prepare and maintain various reports, as required or assigned.

 
Physical/Environmental Requirements Mobility to work in typical office settings using standard office equipment is required. In addition, vision to read printed materials and computer screen and hearing and speech to communicate in person or over the telephone.
