SUMMARY:

Under basic supervision, provides customer services for building permit applicants; explains procedures, and tracks and processes building plans and technical documents for the Planning and Building Department; performs a variety of technical and administrative support functions, including cash handling, for the Planning and Building Department.

 

PRIMARY DUTIES AND RESPONSIBILITIES:

The job description is subject to change at any time by the employer. Essential duties and responsibilities may include, but are not limited to, the following:

 

  • Provides information and customer service to builders, design professionals, and others having business with the County; answers questions as first point of contact for customers; responds to requests for information within scope of authority and expertise.
  • Provides information on procedures, codes, permits and licensing requirements; refers technical questions to appropriate PBS staff.
  • Meets with permit applicants, reviews application for sufficiency and accuracy.
  • Issues minor building, mechanical, plumbing, demolition, sewer-connection, wood stove rebate, and other permits; logs all required information to County permit database and processes applications.
  • Issues permits within scope of authority.
  • Notifies applicants of pending expiration of permits due to inactivity; notes incomplete and expired permits onto property land records through the County Clerk’s Office and keeps current updated records.
  • Issues temporary certificate of occupancy, certificate of occupancy, and certificate of completion.
  • Checks contractor license; calculates fees due and assure appropriate fees are paid.
  • Collects fees due at submittal phase of permitting and at permit issuance.
  • Tracks revenue transmittal reports to the County Treasurer's office; processes refunds and adjusts accounts.
  • Maintains permit related accounts.
  • Researches, retrieves, updates, and releases information according to procedures.
  • Maintains Division records, including building permit files and special programs; develops reports as directed.
  • Maintains and updates the County website; posts permit activity bi-weekly.
  • Distributes permit activity weekly to the Construction Monitor: and monthly to the US Census Bureau, and Jackson Hole Chamber of Commerce.
  • Coordinates with other County departments, including but not limited to planning, engineering, environmental health, fire/EMS, treasurer and assessor’s office.
  • Supports the relationship between the Teton County staff and the general public by demonstrating courteous and cooperative behavior when interacting with visitors and County staff; maintains confidentiality of work-related issues and County information; performs other duties as required or assigned.

 

 
Position Requirements

MINIMUM QUALIFICATIONS:

 

Education and Experience:

  • High School Diploma or GED equivalent; AND two years’ experience in construction/inspection office programs; OR equivalent combination of education, training, and experience. Associate’s Degree in Construction Technology or Engineering, or journeyman-level general construction experience is preferred.

 

Required Licenses and Certifications:

  • Must possess a valid Wyoming/Idaho license and maintain an acceptable driving record; if not a Wyoming resident, it is expected that you hold a current Driver's License from another state and will obtain a Wyoming Driver's license within a reasonable amount of time (no more than 90 days).
  • International Code Council (ICC) Permit Technician certification is required within six months of hire; depending on the needs of the County, incumbent may be required to obtain additional technical certifications.

 

Required Knowledge of:

  • County policies and procedures, and pertinent state and federal laws and regulations governing building and safety codes.
  • Principles and practices of the construction industry and building trades.
  • Application permitting processes and procedures.
  • Methods, procedures, and techniques for evaluating technical compliance.
  • Records management and customer service principles, protocols, and standards.
  • Standard and specialized computer software applications

 

Required Skills in:

  • Interpreting and explaining permitting rules and regulations, and County codes, policies and procedures.
  • Making arithmetic calculations quickly and accurately.
  • Maintaining accurate and interrelated technical records.
  • Establishing and maintaining cooperative working relationships with co-workers.
  • Responding to public inquiries and providing information on departmental services, programs, policies, and procedures.
  • Providing effective customer service, resolving conflicts, and dealing tactfully and courteously with the public.
  • Communicating effectively verbally and in writing.
  • Ability to learn and utilize specialized Planning and Building software.

 

Physical Demands/Work Environment:

  • Work is performed in a standard office environment.
