Job Description

Fisheries Harvest Manager

OVERVIEW: The Lower Elwha Harvest Manager aids the Natural Resources Director, Policy Analyst, and other fisheries management staff in activities and operations of the Lower Elwha Natural Resources Department pertaining to the utilization, protection, and enhancement of fisheries resources in the Elwha Klallam Tribe's usual and accustomed treaty area.

SUPERVISED BY: Natural Resources Director

POSITION STATUS: Regular / Full-time / Benefits

SALARY LEVEL: Grade 14-16 ($24.68 - $34.75 hourly) DOQ

WORK SCHEDULE: M-F; 8:00 am to 4:30 pm

ESSENTIAL FUNCTIONS OF JOB: Assists Natural Resource harvest management staff with implementing the Tribe's Treaty fisheries using sound science supported by established harvest management practices and forecast methods. The Harvest Manager works closely with the Natural Resources Director, Policy Analyst, and Fisheries Office Manager in planning, management, conservation, and implementation of Treaty Fisheries resources in the Elwha Klallam Tribe's usual and accustomed Treaty fishing area. These activities include, but are not limited to:

  • application of sound biological principles in the assessment and analysis of fisheries resource population data, assistance in the development of management plans in consultation with other tribal and State fisheries managers, and submission of recommendations to the Fish Committee and Tribal Council regarding management plans, harvest schedules, and proposed regulations;
  • supervision of fishery and shellfish technicians, as directed;
  • preparation of fisheries reports as requested by the Natural Resources Director;
  • management of day-to-day operations of tribal harvest activities, data entry and management of fish and shellfish databases associated with Elwha tribal fishers;
  • representing the tribe at technical meetings with other tribes, the State of Washington, and Federal agencies;
  • coordination with fisheries enforcement personnel assigned to the Tribe's usual and accustomed area to identify enforcement needs and address problems;
  • work with the Director to update Fisheries management plans or the Tribe's Fishing Ordinance, as needed;
  • ensure fish and shellfish monitoring equipment is appropriately maintained and serviced;
  • must be physically able to perform arduous field work in all potential weather conditions;

KNOWLEDGE, SKILLS, ABILITIES REQUIRED BY POSITION:

  • Ability to follow instructions and adhere to prescribed routines and practices, policies, and procedures;
  • Develop and manage fisheries databases (Excel), summarize and analyze data, and present findings both orally and in written formats;
  • Word processing skills (MS Word) and the ability to draft memos, reports, and management plans;
  • Willing to learn basic boat piloting, navigation, and mapping on the water;
  • Ability to establish and maintain good communications with the staff biologists, tribal staff (including Tribal Attorneys), state and federal agency personnel, and members of the local community.
 
Position Requirements

DESIRED QUALIFICATIONS:

  • A Bachelor of Science in a fisheries-related field, and one year of fisheries-related work experience, is required. The Bachelor of Science may be substituted for by an Associate of Arts degree in a fisheries-related field combined with at least 4 years relevant fisheries management work experience. (Advanced degrees may substitute for some work experience).
  • Must have a valid Washington State driver’s license.

PHYSICAL REQUIREMENTS:

  • Physical requirements include moderate to strenuous physical effort when performing duties;
  • May be required to lift, move, and or push objects that weigh up to sixty (60) pounds as well as climb, stoop, crawl and kneel for extended periods of time.

OTHER CONSIDERATIONS:

  • Must comply with the LOWER ELWHA KLALLAM TRIBE’s Drug Free Workplace polices and complete pre-employment UA screening;
  • Assisting with other fisheries-related activities as assigned.

As with all positions of the Lower Elwha Klallam Tribe this position is Indian Preference in hiring.
