Job Summary

The Intergovernmental Affairs Liaison is responsible for ongoing liaison and resource support to Yellowhawk leadership and the Health Commission, regarding state and federal health policies and laws. This includes legislative initiatives, strategy and planning for legislation, regulatory change and related activities. Incumbent will work with strong time management, interpersonal, and communication skills, as they will often deal with outside agencies/partners and work under tight deadlines while simultaneously improving the practice's overall performance. All duties and responsibilities will be performed in accordance with the Yellowhawk Mission and Vision statements, core values, policies, procedures and relevant laws.

Essential Job Functions:

  1. Represent Yellowhawk in a positive and professional manner, as the legislative and policy liaison.
  2. Cultivate, maintain, and grow relationships with public officials, elected leaders, and other influential policymakers at the federal, state, and local level.
  3. Draft, analyze, and present legislative proposals, amendments, position papers and testimony.
  4. Attend legislative, policy, or other meetings at local, state and federal levels as assigned.
  5. Work closely with the CTUIR Legislative Coordinator on healthcare legislative and policy issues.
  6. Assists and supports leadership team and staff at by attending and interacting with outside organizations such as, but not limited to, the Northwest Portland Area Indian Health Board, the Healing Lodge of the Seven Nations, Oregon SB 770, Affiliated Tribes of Northwest Indians and the National Congress of American Indians.
  7. Assists in maximizing opportunities for positive intergovernmental relations with the various stakeholder agencies through regular, proactive and positive interactions.
  8. Provide ongoing liaison and resource support services to members of the Health Commission and Yellowhawk leadership regarding healthcare related legislation, policy and associated activities.
  9. Monitor, research and analyze state and federal legislative and regulatory trends that may have policy and fiscal impacts on Yellowhawk.
  10. In collaboration with the Chief Executive Officer, respond to questions on policy positions from legislators, legislative staff, stakeholder organizations, and the public.
  11. Assist in drafting and amending policy, position papers and submitting proposed and enacted regulatory changes.
  12. Collaborate with leadership team and agency staff for legislative proposals, initiatives, and fiscal reporting
  13. Collaborate with the leadership team and staff to develop policy recommendations or position papers.
  14. Develop resource kits to provide data, support, and recommendations for new and existing policies and position papers.
  15. Coordinate the submission of reports required stakeholder agencies and governing bodies.
  16. Maintain legislative stakeholder and partner contact lists.
  17. Other duties as assigned.
 
Position Requirements

Minimum Qualifications

  1. Bachelor’s degree in political science, business or policy administration with 2 years of successful experience relevant to this position;

OR

Associate’s degree in political science, business or policy administration with 3 years of successful experience relevant to this position;

OR

High School Diploma or GED with 4 years of successful experience relevant to this position.

  1. Demonstrated ability to communicate effectively, both in writing and orally, in any situation, with peers, staff, management, local, state and federal agencies and the general public, on various topics including, but not limited to: policies; procedures; and general operations.
  2. Demonstrated strong analytical, research and problem solving skills.
  3. Demonstrated ability to distill and summarize policy, research papers, public law for a wide array of audiences.
  4. Demonstrated experience with computer software, e.g., Microsoft Office programs and/or other relevant software to meet the needs of the various programs.
  5. Demonstrated ability to successfully and seamlessly manage multiple tasks and projects in a fast paced environment with multiple deadlines.
  6. Demonstrated excellent interpersonal skills.
  7. Must have and maintain BLS training certification.
  8. Must possess a valid driver’s license and maintain insurance requirements to operate General Services Administration vehicles.
  9. Must submit to and pass a reference and criminal background check.
  10. Must submit to and pass a pre-employment drug and alcohol screening.
  11. Must submit proof of COVID-19 vaccination.

Preferred Qualifications:

  1. Experience and/or knowledge of history, culture and health needs of Native American communities preferred.
  2. Experience in a tribal healthcare system.
