Job Description

Interactive Government Holdings (IGH) is seeking qualified, trained and capable individual to serve as a Project Manager for The Department of Housing and Urban Development (HUD), Office of Chief Information Officer (OCIO) to manage a team providing support services for statistical data programming, database maintenance, database administration, data analysis, Geographic Information System (GIS) support, and other related IT services, supporting the Office of Policy Development and Research (PD&R).

 
Position Requirements

Major responsibilities include (not all inclusive):

  • Support the day to day administrative operations of PARIS servers and PD&R research databases. Such support shall include routine software updates, patches, performance tuning, log maintenance, system checks, documentation, user support, and other related activities.
  • Develop a Project Management Plan, transition planning, performance reporting, Contractor product acceptance reports, financial reports, and meeting support.
  • Tailoring the PPM to use the many modern solution development methodologies available to enable the planning, development and delivery of useable functionality within 6-9 month increments. Propose a preferred methodology whether the solution(s) are for custom development, includes prototypes or pilots, COTS/GOTs configuration, or Software as a Services.
  • Provide Business Analytical Services encompassing ad-hoc reporting, routine reporting, data mining, statistical analysis, and GIS/Mapping.
  • Ad hoc reports are those that are not clearly definable in advance and may require immediate attention. Ad hoc reports include, but are not limited to data extraction, creating datasets, data tables, and data graphs or charts.
  • Routine reports include, but are not limited to data extraction, creating or modifying datasets, creating or modifying data tables, and creating or modifying data graphs or charts. May require the use of SAS, SPSS, Microsoft Access, and Microsoft Excel.
  • Data mining may include extracting data, detecting anomalies in a data, detecting groups or structures in data, and summarizing data with single and multi-dimensional tables.
  • To preserve continuity of operations and transferability of data mining results, PD&R may require the use of SAS Enterprise Guide, SAS OLAP Cube Studio, Microsoft Access, or Oracle SQL.
  • Statistical analysis - calculating standard summary statistics such as mean, median, mode, standard deviation, and standard error; performing analysis of variance; performing sampling; performing regression analysis. To preserve continuity of operations and transferability of statistical analysis results, may require the use of SAS.
  • GIS/Mapping includes GIS data preparation, geospatial analysis, mapping, and geo-statistical analysis. To preserve continuity of operations and transferability of GIS/Mapping results, PD&R may require the Contractor to use the ArcGIS suite of software products, including ArcMap and ArcCatalog.

Skills / Knowledge:

  • Demonstrated specialized experience and responsibilities in information systems design and project management with the ability to motivate and lead diverse teams.
  • Demonstrated expert understanding of, and experience in, complete system/software development life cycle, and working knowledge of program management functions including cost, schedule status and reporting.
  • Proficient in using MS Project to manage projects
  • Proficient using Earned Value Management (EVM) principles to manage projects.
  • Certification: Project Management Institute (PMI), Project Management Professional (PMP)
  • Demonstrated experience in project management for a project or system of similar size and complexity as PARIS.
  • Proficient in project management in a research environment similar to HUD's Office of Policy Development and Research.
