Indian Child Welfare Caseworker II

OVERVIEW: This position is part of the Lower Elwha Klallam Tribe’s Social Services Department and under the supervision of the ICW Program Manager. The Indian Child Welfare (ICW) Caseworker has the primary responsibility of assisting in the provision of Child Welfare services within the Lower Elwha Klallam community in accordance with the LEKT Tribal Laws, Indian Child Welfare Act, other federal laws, and applicable state laws. This position performs advanced social work related to child protective services, including but limited, to the following: promoting safety and wellbeing of children and families, home visits/inspections, foster care/relative placements and relative searches and ongoing case management. Assesses complex family situations, develops safety plans to protect children either in their home or in out of home care, and ensures that children in out of home placement are safe. This position interacts routinely with Tribal, County and State social workers, judicial representatives, law enforcement and community. This position may have other duties as assigned.

ESSENTIAL FUNCTIONS OF THE JOB:

 

  • Provide child and family welfare services to Tribal Members  that have come to the attention of CPS;
  • Assist in analyzing clients’ needs to identify additional services within the program and community and assist in seeking strategies for meeting those needs.
  • Ensure that client information is maintained in a confidential manner;
  • Assist in implementation of case plans for children and families who have open cases within the program.
  • Assist in joint case planning with Children Administration social workers for the local community and for Elwha children wherever they may reside.
  • Conduct home visits, investigations, place children in foster homes with a priority to unify children back with families
  • Prepare reports and information documentation for Tribal Attorney and/or as required by the LEKT Court hearings
  • Attend court hearings where LEKT children are involved in dependency
  • Assist with referrals and support for children/families to access services (i. medical, dental, school, public assistance, c.d., etc.)
  • Asses risk and develop appropriate safety plans
  • Assist in the compilation of monthly program statistics and complete monthly reports.
  • Provide supervised visitations between children and their parents.
  • Provide transportation and other services to needed services (i.e. medical, dental, school, public assistance, c.d., etc.)
  • Complete and submit required documentation for paratransit third-party billing for reconciliation
  • Preform child interviews as necessary (complete child forensic interviewing training)
  • Secure financial support for child or foster parent care for child/ren
  • Attend home visits in a variety of areas of the state to check on LEKT children placed in foster care or kinship care homes off the reservation.
  • Participate in CPT/MTD as scheduled
  • Participate in meetings at the discretion of the ICW Program Manager.
  • Stay informed of all tribal and community programs available for clients that will enhance the quality of life.
  • Establish and maintain client files on all cases, including detailed family trees; in accordance with federal law and tribal policies and procedures.
  • Be willing to be supervised, accept constructive criticism when necessary and be willing to offer your ideas and suggestions to work as a team member.

Position Requirements

KNOWLEDGE, SKILLS AND ABILITIES REQUIRED BY THE POSITION:                            

  • Comprehensive understanding of the Federal Indian Child Welfare Act of 1978.
  • Must have the ability to work in a fast-paced environment and meet deadlines;
  • 2 years’ experience in delivery of benefit service program or experience regarding child welfare service/ foster parent/relative caregiver;  a minimum of 1 year which should be in a tribal environment.
  • Knowledge of the Lower Elwha Klallam Tribal Community.
  • Knowledge and understanding of client confidentiality requirements.
  • Computer skills including word processing, spreadsheets, internet, and database.
  • Knowledge of state child protection and welfare services and local assistance programs.
  • Good organizational skills and the ability to express thoughts clearly in verbal and written communications.
  • Ability to establish and maintain effective working relationships.
  • Ability to work independently and maintain program-wide goals and priorities.
  • Valid Washington State driver’s license and insurable driving record within 30 days of hire.
  • Ability to successfully pass a criminal background check prior to employment.
  • Able to establish and maintain good relationships with community members, children, parents, co-workers, and external agencies.
  • Conducts services that are sensitive with respect to each family’s culture, ethnic origin, race, language, gender, age, religion, socioeconomic status, sexual orientation, mental and/or physical challenges. Provides services in a natural environment convenient to the family.
  • Good personal hygiene and grooming.
  • Excellent work habits as measured by attendance, co-worker and supervisor relationships.
  • Must have UA testing prior to employment

 DESIRED QUALIFICATIONS:

  • Bachelor’s Degree in Human Services or relevant field plus 2 years of work experience in children’s services program administration or management.
  • Associates Degree in Human Services plus 3 years of work experience in Child Protection, ICW, or Social Services preferred.
  • Minimum of high school diploma or GED plus 5 years of work experience in Child Protection, ICW, or Social service may be substituted.
  • Ability to be positive, enthusiastic and creative while coordinating a diverse group of individuals and organizations.
  • Ability to work well with people of all ages and cultural/economic backgrounds.
  • Ability to motivate others to participate in training, educational opportunities and other activities.
  • Ability to communicate clearly and effectively, verbally and in writing.
  • Valid driver's license, proof of automobile insurance.
  • The applicant must pass a thorough background investigation, including relevant criminal history, driving record, employment and education verification and urine analysis.

ADDITIONAL PREFERRED QUALIFICATIONS:

  • BA or MSW Preferred.
  • Experience facilitating family team decision-making meetings.
  • Experience conducting home studies.

PHYSICAL REQUIREMENTS

  • Stamina to work 40 hours per week, in a variety of settings.
  • Ability to reach and squat for dealing with young children.
  • Must be able to read handwriting and have legible writing.
  • Must be able to deal with the emotional distress.
  • Flexibility in working beyond normal office hours for evening and weekend meetings.
  • Business travel within the state and to other states may be required periodically.
