Description

The CAFB has entered a new stage of our work where, in partnership, we test a variety of pilot projects to see what service bundles make the largest impact, and scale those that are most effective. The Manager of Workforce Development will be the subject matter expert for the Capital Area Food Banks (CAFB) training and workforce development projects. The Manager will be involved in every aspect of building these pilots identifying new partnerships, operationalizing the intervention, creating structure and protocols to guide workflows, designing interventions, and work with external consultants to evaluate impact and track performance. Ideal candidates have a working knowledge of federal, state, and local Temporary Assistance for Needy Families (TANF) and Workforce Innovation and Opportunity Act (WIOA) rules and regulations. Candidates understand workforce development infrastructure, business model and outcome measurements. Preferred candidates have experience with direct client case management or the tasks and duties involved with direct services.

 
Position Requirements

Position Requirements/Essential Functions: 

Project Management – 35%

  • Support all aspects of the development and implementation of pilot activities 
  • Manage and track spending in line with budget allocations 
  • Play a coordination role between CAFB staff and pilot partners in implementation of pilots 
  • Supervise and manage fellows/ interns/ volunteers as necessary  
  • Document best practices in operations, programmatic implementation, evaluation methods to update funder and share with Feeding America network 
  • Use business models and KPI’s to engage potential partners/support alignment of goals
  • Cultivate new partnerships by representing the CAFB in meetings, conferences, and other outreach events
  • Develop presentations for workforce development organizations, government agencies, donors

    Project Implementation – 30%
     
  • Lead the design and implementation of new food distribution programs within workforce & job training settings
  • Work with Food Resources Team, CAFB Dietitian and Sr. Director of Food, Policy and Impact to ensure grocery/food menus meets the specific needs of population served through pilots including foods that address specific stage of life, dietary and cultural needs
  • Oversee the implementation of pilot initiatives which involves oversight and coordination with various teams including (but not limited to): Food Resources for the selection and procurement of foods, Operations for the receipt, warehousing, and delivery schedule of foods, and Volunteers for the box packing 

    Evaluation – 20%
     
  • Align workforce goals and outcomes with industry standards to include DHS TANF benchmarks and contract structure
  • Align outcome strategies with local government/county, state or federal strategies
  • Work in partnership with leadership team and external evaluation consultants to support the creation of logic models, performance measures, measurement tools and communication tools to track a variety of outcomes for each pilot project 
  • Research best practices in Food+ areas of focus, including but not limited to, workforce and poverty alleviation areas of study

    Communication - 15%
     
  • Work in collaboration with multiple teams across the CAFB and oversee development of educational materials and resources for a variety of audiences
  • Work with marketing and communications team of the CAFB to speak to success and impact of programs through one pagers, blogs, social media and other vehicles
  • Coordinate meetings to explore or establish partnerships as well as maintain and nourish relationships with long-standing partners

  • Performs other related duties as assigned
