Our client is seeking to hire a Financial Program Manager to join our team near Washington, DC Navy Yard. Upon award, you will:

  • Lead a team of Columbia Group and subcontractor personnel supporting a NAVSEA shipbuilding program in Planning, Programming, Budgeting and Execution (PPBE), with emphasis on program planning and analysis, budget preparation and justification, and funds execution.
  • Ensure all teams have access to the proper financial databases and programs, as well as training for using all necessary financial systems.  
  • Ensure all personnel are properly trained and knowledgeable in DoD/DoN/NAVSEA financial related rules, regulations, policies and guidelines.  
  • Responsible for the delivery of high quality and accurate products to the Government for all programs.  
  • Provides overarching guidance to and management of BFM team. 
  • Assist in the development of programs' financial briefings and reports, including analyses of programs' financial health and affordability.  
  • Assist the Goverment in the generation of metrics and trend analysis.  
 
Position Requirements

Required Education, Skills and Experience:

  • Bachelor's Degree
  • 15+ years of DoD financial management / PPBE experience (Master's degree will count as two years of experience).
  • Clearly documented experience in conducting contract analysis and Earned Value Management (EVM) analysis.
  • Supervisory experience; team management experience; familiar with DoD/DoN financial policies and regulations; PPBE experience with emphasis on program planning and analysis; budget preparation and justification; funds execution.
  • Clearly documented experience with NAVSEA/DOD financial systems including:
    • Navy Enterprise Resource Planning (Navy-ERP)
    • NAVSEA Enterprise Planning System (NEPS)
    • Program Budget Information System (PBIS)
    • Mechanization of Contract Administration Services System (MOCAS).
  • U.S. Citizenship is a prerequisite.
  • Must be able to obtain and maintain a Secret security clearance.

Preferred

  • Master's degree in Finance, Accounting, or Business.
  • 15+ years of DoD/DoN, specifically NAVSEA shipbuilding financial management experience and/or PPBE process.
  • Project Management Professional (PMP).
  • Knolwedge/experience with DoD acquisition phases; experience DoN/NAVSEA shipbuilding programs.

This position is contingent upon and subject to the award of the contract from the government. You will be hired on a contingency basis.
