Description

Program Director (PD) is defined as an exempt position as defined by the Fair Labor Standards Act (FLSA). An exempt position is not subject to the provisions of FSLA with respect to overtime and therefore, overtime is not paid to PDs. PDs are required to work the hours necessary to complete their jobs, and travel and overnight stays are at times expected as part of this position.

General Description of duties: Cottonwood’s Program Director positions directly oversee the Program Manager (PM), Program Assistant (PA), and quality assurance and medical services support positions. The Director is responsible for programmatic oversight and management of operations of the assigned programs, personnel, and facilities. Understand and assure implementation and compliance with waivers, standards, rules, regulations, and statute, as well as Cottonwood policies, procedures, and practices. Follow and exemplify the company mission, values, policies, and procedures. Ensure the health and safety of the individuals in services and the personnel in the agency. Recruit, manage, train, and mentor management and assigned staff.  Coordination and submission of monthly paperwork and reports and other duties as assigned.

EXAMPLES OF JOB DUTIES:

Programmatic Oversight and Management Duties:

  1. Assure the health and safety of individuals in our program and monitor that the services are being provided in adherence to their needs, wants, and desires. Ensuring agency roster and Program Manager (PM) caseload list are always current, monitoring placement forms, service change letters, and termination documentation.
  2. Assign, review, and ensure completion of all regulatory programmatic documentation requirements within required timeframes and in accordance with individuals SPs.  This includes all SP documents, Therap information, coordinating SP invites, etc.
  3. Manage HRC due date database and review monthly HRC reports as assigned, recommending corrections to PMs to ensure required attachments are available and follow up has been completed, as well as ensuring submission to appropriate CCB as per timelines.
  4. Coordinate review of and process all Professional Medical Information Pages (ICD-10) forms, ensuring they are completed per SP schedule and signed by agency nurse.
  5. Monitor database for FCG supply card money distribution, ensuring this is done twice a year and that corresponding receipts of this money are signed once a year and saved in FCGs files.
  6. Understand and assure implementation of standards, rules, regulations, applicable statutes, and CCA policies and procedures to programs and services provided.
  7. Review PM’s annual monitoring schedules and all corresponding monitoring documentation on an ongoing basis, ensuring schedules are kept up to date and all monitoring forms are completed thoroughly, accurately, and scanned and saved per CCA procedures.
  8. Respond to day to day and emergency situations in a timely and responsive manner, ensuring proper follow up and communication to agency personnel, and follow regulatory requirements for serious, critical, and MANE incidents, if applicable.
  9. Review, approve, and process all Incident Reports (GERs), ensuring proper follow up has occurred by PMs and all state and CCB requirements are followed.
  10. Complete CCB Quarterly Reporting Forms and Quarterly Safety Committee Reports once per quarter, ensuring these are distributed as requested and within required timeframes.
  11. Assist as needed in following up on complaints and MANE investigations, ensuring all CCA procedures are followed, and documentation is completed and disseminated, as needed.
  12. Handle complaints from all agency affiliates and follow up per agency guidelines and regulatory requirements.

Personnel Management Duties:

  1. Maintain an overall knowledge of all PM’s caseloads and assigned administrative staff jobs to monitor, assist, or fill in as needed.
  2. Conduct regular individual meetings with PMs and assigned personnel to provide support for programmatic and caseload needs, scheduling as needed per PM’s needs, bringing any performance or programmatic issues to CEO.
  3. Monitor that all staff is completing duties as per job description, completing disciplinary action as needed. Completion of an annual or as needed performance evaluation.
  4. Conduct random and ongoing reviews of Individuals’ Master Files, ensuring all required paperwork is completed and maintained, following up with PMs on deficient areas, and bringing any issues or concerns to CEO if needed.
  5. Monitor personnel documentation and notify PMs (verbally and in writing) of deficient areas.
  6. Completion of regularly scheduled payroll approval for assigned staff, including review and approval of leave requests based on accrued leave time. Review assigned PM’s DSP timesheets for accuracy and completion prior to payroll processing.
  7. Review and process direct care staff evaluations, as completed by PMs, ensuring they are completed thoroughly and accurately by PMs within required timeframes.
  8. Delegate tasks to PMs and assigned administrative staff as needed to address and follow up on project issues that arise.
  9. Recruit Program Management and assigned administrative staff, to include posting job openings, conducting interviews, checking references, and submitting needed items for personnel files.
  10. Assure completion of New Employee Orientation, job description training, and ensure scheduled for required in-service training and caseload specific training.
  11. Provide ongoing instruction and assistance to new PMs and assigned administrative staff in job duties, program implementation, and other paperwork as assigned.

Agency Related Duties:

  1. Participate on the referral and placement team, including coordinating and facilitating weekly meetings, advising on, and approving potential placements, providing instruction throughout the HHIC development and referral process, and assisting as needed throughout this process.
  2. Assist with and provide training to PMs as needed to ensure all requirements of the intake/enrollment placement process occur within the designated timeframes, including visiting program sites as needed.
  3. Review all monthly billing prior to submission by Medicaid Billing Coordinator.
  4. Attend regular SPO meetings for CCBs as assigned.
  5. Chair and/or attend routine programmatic meetings, maintain minutes, and distribute as assigned.
  6. Attend regular and as scheduled management meeting, in-service training classes, conferences, and other meetings as assigned.
  7. Develop and maintain positive working relationships with all agency affiliates, and as needed, act as a liaison between staff, outside agencies, day programs and families or advocates.  Assist as needed with follow-up to day-to-day issues or as assigned.
  8. Conduct regular and frequent visits to programs service sites to assure operations meet CCA expectations.
  9. Understand and review overall operational budget reports, fiscal management of programs and services, and approve expenditures as assigned.
  10. Other duties as assigned.

  5. Perform job duties with positive attitude, responding to peak work period without loss of quality, accuracy, and thoroughness.
  6. Uphold individual rights by following the rights guidelines and agency abuse, neglect, mistreatment, and mandatory reporting policy daily.
  7. Punctual and dependable at reporting to work (i.e. absenteeism and lateness should not result in adverse affects on operation of programs, individuals or families served.)

Supervision Received: Works directly under supervision of the Chief Operating Officer (COO), receiving instructions and guidelines from the COO and Chief Executive Officer (CEO). Has freedom to plan and organize work assignments within guidelines of program structure. CEO available to resolve unusual work problems.

 
Position Requirements

Master’s Degree in related field with a minimum of 3 years supervisory experience and experience serving adults with intellectual and developmental disabilities in a waiver program, and/or bachelor’s degree in related field and minimum of 5 years supervisory experience and experience serving adults with intellectual and developmental disabilities in a waiver program. High level management skills, supervisory skills, writing skills, and communication skills. Passionate and committed to individuals with intellectual and developmental disabilities, and knowledge of Colorado DIDD rules and regulations. Exceptional leadership and problem-solving skills to identify programmatic needs, generate appropriate solutions, and respond to solving issues calmly, positively, professionally, and with appropriate boundaries. Strong organizational skills with ability to oversee multiple projects at one time, prioritize job duties, and work as member of team. Must maintain a valid driver’s license, reliable transportation, insurance, and a clean driving record.
