Description

VSolvit is currently seeking a Program Manager with at least 10 years of experience in Management to support a Department of Defense (DoD) client. The client provides Department of Navy (DON) design, engineering, integration, building and procurement services. This position will provide high-level support/coordination of SEA 10D, NAVSEA and COMNAVSEA-wide initiatives and special projects affecting between 37,000-76,000 employees.   


Responsibilities:
 

  • Manage the NAVSEA Enterprise HR Collaboration portal and related Enterprise HR Community Development, Education, and Communications, in consultation with HR Subject Matter Experts (SMEs)
  • Answer and triage DCHR and Deputy Director, Civilian Human Resources (DDCHR) calls to ensure prompt responses to Enterprise-wise customers in spite of competing priorities requiring TDY or frequent meeting attendance
  • Analyze, evaluate, and overcome program risks, and produce program reports for management and stakeholders
  • Identify key requirements needed from cross-functional teams and external vendors
  • Provide program/project planning and execution support, as assigned
  • Create schedules, POA&Ms, and milestones
  • Provide metrics and status reporting
  • Provide team management assistance
  • Provide records management, data, and information management
  • Schedule meetings with stakeholders across the Enterprise
  • Attend meetings, as required, and generate minutes, agendas, or similar meeting support
  • Schedule meetings with stakeholders across the Enterprise and DCHR staff
  • Interact with SES-level leadership, as required
 
Position Requirements

Skills and Qualifications:
 

  • Bachelor’s degree in business administration or related field
  • Has at least 10 years in a management capacity
  • Has previous experience implementing large (more than $2M/year) strategic planning or human capital projects
  • Exceptional leadership, time management, facilitation, and organizational skills
     

Preferred Qualifications:
 

  • Masters degree in Public Administration, Business Administration, or similar advanced degree 
  • Has Project Management Professional (PMP), DAWIA Level II-III in Program Management and/or Lean Six Sigma Green Belt (or higher) certification
  • Has at least 5 years of experience implementing large strategic planning or human capital projects with large (10,000+ employee) federal organizations
  • 11+ years of demonstrated work experience in IT/IS Program Management in support of DoD Program Management Office (PMO), Program Executive Office (PEO), or equivalent


Critical Requirements

  • U.S. Citizenship 
  • Ability to obtain a favorable T1 background investigation
  • Secret Security Clearance
