Description

The Trade Compliance Manager will be responsible for all import and export compliance and customs activities for all business units. This role is critical in classifying VinFast US import product within the United States Harmonized Tariff Scheduled framework, while working closely with the logistics and governmental compliance team to address risk and leverage customs opportunities, develop and implement control and compliance frameworks, and contribute to government inquiries.

RESPONSIBILITIES & KEY ACTIVITIES

  • Develop & implement strategies on customs compliance & CTPAT standards
  • Determine HTS (HS) codes for a wide variety of products for two destination countries: United States and Canada. Provide direction related to rules of origin for country of origin determination
  • Perform analysis and documentation of both legal and information for classification of products for HTS (HS) to ensure smooth and accurate customs clearance and/or applicable special trade program qualification
  • Keep current with changes in regulations that impact classification and the Company's product
  • Identify and address government agency requirements for imported or exported products.
  • Oversee and manage third party customs brokerage activities. Respond to inquiries from Customs Brokers and resolve problems impacting import shipments. Research and provide information required for customs clearance, while
  • Responsible for complying with Free Trade Agreement compliance requirements in accordance with US imports and exports as required
  • Coordinates with relevant internal departments including Business Development and Contracts to identify, plan and implement import/export licensing requirements
  • Supports management in evaluating processes of functional organizations to enhance, implement, monitor, and control import/export compliance program. Performs tariff analysis based on review of Bill of Material (BoM) and drawings to define duties paid to US customs, and/or other Custom authorities around the globe for Cubic entities
  • Provide training to business partners as required. Contribute to user-friendly reference materials that support business and compliance requirements
  • Performs BoM, country of origin and tariff analysis for qualification of NAFTA in accordance with C.F.R. 102 for recovery of US Customs duties paid
  • Collaborate cross-functionally to ensure compliance with all relevant trade related laws and regulations while enabling the business to achieve objectives
  • Manage a diverse workload which may include changes in priorities and responsibilities

Reporting & Analytics

    • Conducts analysis of tariff vs costing for US entries to reconcile with US Customs under Reconciliation program
    • Analyzes entry documents against tariff options and provides broker import instructions
    • Maintain customs classification records to ensure company adherence with customs rules and regulations and to demonstrate reasonable care
    • Prepares various reports which assist in daily customs operations (ACE)
    • Understand acceptable methods of customs valuation
    • Perform other related duties as assigned
 
Position Requirements

MINIMUM REQUIREMENTS:

  • Bachelor’s Degree in International Trade/Business or equivalent preferred
  • 5+ years of work experience in customs compliance
  • Customs broker license, with extensive, highly specialized technical knowledge of US Customs
  • Free Trade Agreement Compliance (FTA) experience
  • Knowledge of import logistics/freight forwarding or similar
  • Experience in the tariff classification of a broad range of commodities
  • Knowledge of import and export regulations of other countries is a plus
  • Strong analytical and problem-solving skills
  • Proficiency with Microsoft Office tools –Word, Excel, PowerPoint
  • Excellent communication skills, ability to write, speak, and present effectively and persuasively
  • Knowledge of import and export regulations of other countries is a plus
  • Experience in a start-up environment is a plus
