WORK OBJECTIVE

 

This position requires skilled labor and ability to lead others in multiple trades.  Incumbents in this classification receive assignments directly from the Facilities Operations Manager. Individuals in this position oversee other members of the Facilities Operations Department. They require a greater degree of technical knowledge than those in the lower classification, and are called upon to exercise greater degrees of responsibility and judgment.

 

An employee in this class is responsible for work in maintenance, construction, alterations and repairs to City of Winter Garden facilities. Duties include but not limited to determining work methods, best course of action and procedures without immediate supervision.

 

ESSENTIAL FUNCTIONS

  • Performs preventive maintenance, repair and troubleshooting of main cooling/heating and humidity systems, CRAC (Computer Room Air Conditioners), and refrigeration units. Includes onsite coordination/consultation with contractors regarding repairs to systems.
  • Responds to calls during emergency situations, evaluating building damage and taking necessary steps to safeguard city property.
  • Work independently or cooperatively as a member of a team to complete work on schedule and according to quality control standards set by the Facilities Operations Manager.
  • Completes daily, weekly and monthly checklists on building equipment, maintenance procedures and maintains records of scheduled maintenance procedures.
  • Performs safety inspections of city facilities; oversee various other safety functions for city facilities such as maintenance of evacuation plans, emergency supplies, and first aid kits.
  • Required to attend training and/or continuing education as assigned by the Facilities Operations Manager.
  • Maintains records of work completed as needed and identifies and prioritizes preventive maintenance assignments without immediate supervision.
  • Performs other maintenance-related duties (preventive maintenance, troubleshooting and/or repair) on electrical systems, PDU’s, emergency generators, circuit breakers, motor control centers, and control circuits.
  • Troubleshoots and repairs plumbing fixtures. Includes pumps, valves, sprinkler/riser systems, piping and installation of new fixtures.
  • Price, order, and obtain parts and equipment for a variety of maintenance projects. 
  • Ability to communicate effectively orally and in writing with internal & external stakeholders.
  • Provide logistical support for swimming pools and fountains. Includes onsite coordination/consultation with contractors regarding repairs to systems.
  • Heavy equipment operation.
  • Other duties as assigned.                                                                                                                       

 

MINIMUM QUALIFICATIONS

 

  • Holds a valid high school/GED/vocational diploma.
  • Any combination of education and experience that would provide the knowledge, skills, licenses & abilities listed.
  • Preferably, North American Technician Excellence certified  (NATE) with five (5) years of experience in HVAC-R maintenance in an industrial/commercial facility environment that demonstrates possession of the following knowledge, skills and license requirements.
  • Must possess an EPA universal certification.
  • Must possess a HVAC-R certification from an accredited institution.
  • Possess a valid Florida Class E Driver’s license & maintain a satisfactory driving record.
  • Incumbents of this position are required to pass the Criminal Justice Information Services (CJIS) online security training and background check on a biennial basis.
  • Incumbents of this position are required to pass the National Incident Management System (NIMS) IS-700 within 30 days of employment and the ICS-100 within 60 days of employment.

 

Exceptions to the minimum qualifications must be reviewed by the Human Resources Manager and approved by the City Manager prior to job offer.

 

KNOWLEDGE, SKILLS AND ABILITIES

 

  • Considerable knowledge of the practices, methods & materials used in construction or maintenance such as carpentry, electrical, painting, plumbing, masonry, concrete, HVAC-R and pool operations.
  • Considerable knowledge in closed loop chiller equipment & refrigeration.
  • Considerable knowledge in occupational hazards and safety precautions as related to general facilities maintenance work.
  • Possess the ability to understand and execute oral and written instructions.
  • Possess the ability to read and understand equipment diagrams and maintenance instructions.
  • Basic computer skills and ability to utilize Computer Maintenance Management Systems (CMMS), Energy Management Systems (EMS) & all Microsoft Office Suite applications.

 

PHYSICAL REQUIREMENTS

 

Tasks involve the intermittent performance of physically demanding work, typically involving some combination of climbing ladders, reaching, bending, stooping, kneeling, crouching, standing and making continuous hand/arm movements.  May also require lifting, carrying, pushing or pulling of objects and materials weighting (20-50lbs). Must be available to work night, weekend and holiday shifts. On night, weekend or holiday shifts as assigned, may be required to work alone. On such assignments, within established policies and procedures, incumbents of this class are expected to work with considerable initiative and independent judgment in identifying and taking corrective action on the more routine problems.  Emergency complex problems occurring during such assignments are referred to the Facilities Operations Manager.

ENVIRONMENT

 

 Tasks are performed indoors/outdoors and due to the nature and location of the work, some tasks include the potential for prolonged exposure to disagreeable elements. Noise, heat, humidity, construction materials and inclement weather are some examples.
