Education and/or Work Experience Requirements:

Requires a bachelor’s degree in Civil Engineering or a related field; supplemented by five (5) years of progressively responsible experience in Transportation Administration to include departmental leadership experience; LAP and PDP certifications by the Georgia department of Transportation, or any equivalent combination of education, training, and experience which provides the requisite knowledge, Local Administer skills, and abilities for this job.

Requires a valid state driver’s license with an acceptable driving history.

Description

Position Summary: This classification oversees and manages the daily operations of the Transportation Division activities for the Public Works Department.

Essential Duties and Responsibilities:

The functions listed below are those that represent the majority of the time spent working in this position. Management may assign additional functions related to the type of work of the position as necessary.

  • Assists in directing the functions and overall operations of the Transportation Division of Public Works, including public works programs such as the Local Management and Improvement Grant (LMIG), Transportation-Specials Purpose Local Option Sales Taxes (T-SPLOST), overseen engineering design; land acquisition; traffic operations, stormwater/MS4, road and bridge maintenance and construction, streetlight, and maintenance of operations.
  • Manages assigned staff, including establishing workloads; prioritizing work assignments; evaluating employee performance; developing, interpreting, and enforcing policies and procedures; resolving staff issues; making hiring or termination decisions/recommendations; and administering disciplinary action as required.
  • Adheres to short- and long-range plans for assigned department, including plans related to capital improvements and maintenance.
  • Collaborates with the Director of Public Works to develop short- and long-range transportation programs; administers various departmental programs, including the Atlanta Regional Commission (ARC), Georgia Department of Transportation (GDOT), and Intergovernmental Agreements (IGA) with other municipalities.
  • Attends various meetings to address concerns regarding capital construction projects; directs efforts in responding to emergency situations, such as ice storms, power outages, and infrastructure emergencies such sinkholes and bridge failures
  • Oversees and manages the departmental budget, including monitoring expenditures, preparing budgetary forecasts, and administering approved budget.
  • Administers the overall design and development of plans, specifications, and programs for the cost-effective and energy- efficient construction and renovation of City facilities.
  • Confers with Director of Public Works in the negotiation of contracts with vendors for equipment, parts, and services.
  • Manages and oversees the development of programs to road conditions by maintain the paving conditions of the roads and road classification, including the streetlight program.
  • Ensures that City-owned fixed assets are adequately protected and inventoried; Oversees the Asset Management tool for the Public Works Division.
  • Administers and maintains the Transportation Homepage of the Public Works website and the reporting tool for residents to report “See Click Fix” app.
  • Administers the design and construction management activities related to the City’s Capital Improvement Program (CIP) and T-SPLOST.
  • Oversees the legislation process for Public Works.
