DESCRIPTION

The Senior Director for Performance Management & Improvement for Family & Children's Services is responsible for the portfolio of contract-based Family & Children's Services under CGS's auspice including ACS, OCFS, ORR and DOH programs. The Senior Director is responsible for the direct supervision of all QA/QI staff employed by Catholic Guardian Services for the contracted Family and Children's Services. Major responsibilities include supporting the comprehensive and timely implementation of all policies, procedures and standards to ensure regulatory compliance with ACS, OCFS, ORR and DOH; as well as data collection, analysis, reporting, technical assistance and a Continuous Quality Improvement (CQI) process to the Family and Children's Services programs.

Contract-Based Family & Children's Services programs include, but are not limited to:

    • Family Based and Residential Foster Care programs
    • Preventive programs
    • Maternal and Early Child Development programs
    • Refugee Resettlement programs

RESPONSIBILITIES

Ensure that practice standards and performance outcomes are in compliance with best practice standards, record keeping, physical plants, utilization review, regulatory and accreditation standards;

Manage information systems that will collect data necessary to monitor and assess the timeliness and quality of services, outcomes, and gaps in services;

Develop, implement and maintain inter/intra departmental service training for staff for the review and critique of casework practice, compliance with regulations, policy and procedures, and best practice standards;

Promote the delivery of high quality services to children and families through a continuous quality improvement (CQI) process;

Perform data analysis and performance reporting and makes recommendations for improvements to the Programs' operations;

Monitor for the achievement of established department/program-specific outcome measures;

Provide oversight of the routine assessment of program performance through case record reviews, site inspections, data analysis;

Assist in policy, protocol and workflow development;

Provide support and guidance to develop QA team members to increase their skills sets in Data Management, Collection, Reporting and Analysis;

 
Position Requirements

QUALIFICATIONS

  1. Commitment to program excellence and strong demonstrated knowledge of ACS, OCFS, ORR and DOH regulations, program survey process, and best practices as they relate to contractual requirements.
  1. Master’s Degree with extensive experience with programs serving families & children.
  1. Extensive experience with ACS preferred.
  1. Proficiency in the use of computer software.
  1. Ability to participate in the development of appropriate outcome measurements as well as Program Policy and Procedures.
  1. Ability to develop and deliver trainings and presentations.
  1. Attention to details and excellent writing, communication, and interpersonal skills.
  1. Ability to handle multiple assignments.
  1. Ability to work flexible hours.
  1. Willingness to work as part of a team process; and
  1. Ability to travel to agency residential and administrative sites in NYC, as necessary.
